In the official dispatch sent to social networking sites and groups in the city, the Hai Phong Department of Culture, Sports and Tourism stated clearly that in the past time, implementing state management work, through actual monitoring, the Department determined that some social networking sites and groups in the city had some violations of legal regulations when posting information on social networks.
The Department of Culture, Sports and Tourism has coordinated with functional agencies to exchange, remind, and sanction administrative violations in some cases. In April 2026, the Criminal Police Department, City Police arrested 2 subjects who are administrators of some social networking sites and groups in Hai Phong to investigate the act of extortion, related to posting information on social networks.
Faced with the above situation, the Department of Culture, Sports and Tourism requests administrators of social networking sites and groups in the city to strictly implement the provisions of Decree No. 147/2024/ND-CP dated November 9, 2024 of the Government on management, provision, and use of Internet services and information on the network, in which pay attention to the contents on the obligations of social network service users specified in Article 36.
The groups are responsible for the content of information they store, provide, and transmit on social networks, and disseminate information through direct links they establish. At the same time, be responsible for managing the content posted on their accounts, community pages, community groups or content channels; be responsible for preventing and removing information that violates the law, information affecting the legitimate rights and interests of other organizations and individuals, information affecting children posted on their accounts, community pages, community groups or content channels (including the content of comments from service users) no later than 24 hours from the time of request by phone, document or electronic means from the Ministry of Culture, Sports and Tourism (Department of Radio, Television and Electronic Information), the Ministry of Public Security (Department of Cyber Security and High-Tech Crime Prevention), the Department of Culture, Sports and Tourism of Hai Phong City and competent authorities according to specialized laws or no later than 48 hours for grounded complaints from social network service users.
Social networking sites and groups that do not name their accounts, pages, channels, groups similar to or identical to the names of press agencies or have words (in Vietnamese or equivalent foreign languages) that may be confused as press agencies or press activities such as: Newspapers, radio, magazines, news, news, radio, television, media, news agencies, news agencies... Along with that, do not take advantage of social networks to produce content in the form of reports, investigations, and press interviews.
