On December 11, the City Police held a conference to disseminate Directive No. 35/CT-TTg dated September 17, 2024 of the Prime Minister on strict handling of cadres, civil servants, public employees and soldiers in the armed forces who violate regulations on driving vehicles when there is alcohol concentration in the blood or breath as well as not cooperating with the authorities in the process of handling violations.
Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho chaired the conference with the participation of Colonel Bui Trung Thanh, Deputy Director of the City Police Department, and leaders of professional departments. The conference was connected online to the bridge points of the People's Committees of districts and towns.
At the conference, delegates listened to Lieutenant Colonel Ta Thi Hong Minh, Deputy Head of Department 3, Traffic Police Department - Ministry of Public Security introduce and propagate Directive No. 35/CT-TTg dated September 17, 2024 of the Prime Minister and some highlights of the Law on Road Traffic Safety and Order, effective from January 1, 2025.
Accordingly, Directive No. 35/CT-TTg dated September 17, 2024 of the Prime Minister clearly stated that, in recent times, the majority of cadres, party members and people have had positive changes in their awareness of law compliance, culture and behavior when participating in traffic, contributing to making traffic activities more civilized and safer.
However, there are still a number of cadres, civil servants, public employees, officers and soldiers in the armed forces who lack exemplary conduct, violate the law when participating in traffic, even have substandard behavior, do not comply with inspection and handling by functional forces, especially in traffic control when there is alcohol concentration in the blood or breath...
The above situation requires further strengthening of management and rectification of law enforcement when participating in traffic by cadres, civil servants and public employees, contributing to building ethical standards and behavioral culture of cadres, civil servants and public employees. The Prime Minister requested to determine the role of pioneering, exemplary and leading cadres in traffic law enforcement; handling must ensure objectivity, fairness, publicity, strictness, timeliness, authority, order and procedures.
Speaking at the conference, Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho emphasized: In addition to complying with the provisions of the law, officers and soldiers in the police force and armed units must especially uphold the sense of responsibility and be exemplary in all actions. Violations of alcohol concentration when driving vehicles, or failure to cooperate with the authorities, will be strictly handled in accordance with the provisions of the law. At the same time, propaganda work must be strengthened to raise awareness throughout society about the harmful effects of drinking alcohol when participating in traffic...
