Specifically, at about 4:30 am on the same day, Mr. Vo Van M. (born 1966, residing in Nam Phuoc residential group, Duc Pho ward, Quang Ngai province) while walking on the beach in Nam Phuoc village discovered a male body lying on the sand.
At the time of discovery, the body was wearing a black jacket and was in a state of severe decomposition. Mr. M. then reported it to the local authorities.
In the same morning, at about 8:30 am, Mr. Duong L. (born in 1953, residing in Trung Hai village, Khanh Cuong commune, Quang Ngai province) while collecting scrap metal at beach in hamlet 15, Trung Hai village discovered a male body drifting close to the water's edge.
The body was unclothed and in a state of severe decomposition. Mr. L. then brought the body out of the water and reported it to the local authorities.
Immediately after that, professional units of Quang Ngai Provincial Police were present at the scene to conduct scene examination and autopsy to serve the investigation, clarify the cause of the incident and identify the victims.
