According to the office of Da Nang City People's Committee, Da Nang City Department of Finance has just issued the third official dispatch on coordinating the provision of dossiers and documents for projects under the List of Applications specified in Article 12 of Resolution No. 29/2026/QH16 of the National Assembly attached to Decision No. 2234/QD-UBND of the City People's Committee.
Previously, at the end of May, the Department of Finance requested investors to report and hand over all legal documents before June 8. By mid-June, the unit continued to urge for the second time with the deadline being June 26. At the beginning of July, Da Nang City People's Committee also directly issued an official dispatch directing units to urgently send reports on the implementation situation and related documents.
However, the progress of removing obstacles is still stagnant due to the lack of proactiveness from businesses. According to statistics from the Department of Finance, currently the whole city has 28 projects, although reports have been sent, the content is still not fully guaranteed as required; more worryingly, 7 projects have not yet submitted any reports or dossiers to functional agencies.
In the group of 28 projects that have not fully completed the required dossiers, there is the presence of a series of real estate projects and large-scale urban areas. Typical examples include the 7B Expanded Urban Area, Hera Complex Riverside Urban Area and Bach Dat Urban Area of Bach Dat An Joint Stock Company. Also falling into this situation are the Thong Nhat Market Town Residential Area Development Project, Thong Nhat Residential Area Phase 2 and Ha Quang Urban Residential Area invested by VN Da Thanh Group Joint Stock Company in Dien Duong ward.
Projects such as Ngoc Duong Riverside Urban Area and Dien Nam Bac Market Street of Dat Quang business group; Dong Giang Heaven Gate eco-tourism area of Hang Gop Eco-tourism Area JSC; Vong Nhi Urban Area of Dat Phuong Hoi An JSC; or Con Bap Eco-tourism Area project of Con Bap Eco-tourism Co., Ltd. are also in the area to urgently supplement documents.
In the group of 7 projects completely "white" with reports and reviewed dossiers, functional agencies have named a series of units including Quang Nam Post and Telecommunications Service Construction and Development Joint Stock Company at Son Xuyen Residential Area project; Minh Tran Real Estate One Member Limited Liability Company at Binh Ninh - Quang Lang Urban Area project; Dat Phuong Hoi An Joint Stock Company at Dong Na Urban Service Area project; along with residential and urban area projects of Thien Vy Production-Trading-Service Co., Ltd., Minh Hoang Long Construction Joint Stock Company, Royawaland Urban Construction and Development Joint Stock Company and Construction Joint Stock Company 545.
Implementing the conclusion of the leaders of Da Nang City People's Committee at the meeting on August 12 on the progress of removing difficulties for backlog and prolonged projects according to resolutions of the National Assembly and decrees of the Government, the Department of Finance is assigned the task of announcing the final urging.
The "final" time frame set by the City People's Committee is no later than August 20. After August 20, in case the investor does not submit a report, submits incomplete documents or submits incorrectly, they must bear full legal responsibility for the project not being implemented in the process of removing difficulties and obstacles.
