Students wait for the driving test exam
At the end of December 2024, Ms. Dung (character's name has been changed), residing in Buon Ma Thuot City, completed the theoretical part and had enough hours and distance to practice DAT according to regulations to take the driving test for a B2 class car.
As a civil servant, Ms. Dung has to try to balance her time between agency work and taking care of her family to attend a driving training course.
She shared: "Due to changing regulations, even though I have completed the entire course, I have not been able to take the exam. It took me a long time to wait to complete the course to get a driver's license. This significantly affects my daily life and work, because I have not been able to use the car as planned.
Before that, Ms. Dung had paid about 18 million VND in tuition fees. Many other students are in a similar situation - having completed the course but still having to wait for the exam for too long.
A driving teacher at Tay Nguyen College of Technology said: At the end of December 2024, I was in charge of a B2 class of cars with nearly 10 students. They have all graduated with a theory and completed at least 810km of DAT practice on manual transmission motorbikes. However, due to some changes in regulations, these students have not been able to take the exam.
According to this teacher, it will not be until May 22, 2025 that the Traffic Police Department - Dak Lak Provincial Police will start reorganizing the driving test and license issuance after taking on this function. Up to now, only 4 students have taken the exam; the rest are still waiting for their turn.

About 21,000 students waiting for the exam
According to statistics from the Traffic Police Department, Dak Lak Provincial Police, by mid-June 2025, the locality still has about 21,000 cases waiting for the driving license exam for cars and motorbikes.
Most of them are students waiting for the car driving license exam.
Speaking to Lao Dong Newspaper, Lieutenant Colonel Nguyen Huy Thanh - Head of the Traffic Police Department of Dak Lak Province Police said: "The authorities are trying their best to organize the exam sessions well. However, with the large number of students waiting, it will take the unit a few months to complete the treatment. Each week, the authorities can only organize 3 to 4 exam sessions. Each exam has about 200 students".
"With the current equipment and human resources, we cannot work with many people at the same time. Driving training centers are all organizing exams and the unit will deploy them in rotation to support students to take the exam as soon as possible," added Lieutenant Colonel Nguyen Huy Thanh.
