Dual assessment of the education sector and local authorities

The 2025 high school graduation exam is a double-assessment of students' abilities after the new general education program and the ability to coordinate, organize, and operate of local governments in the context of streamlining the administrative apparatus.

This is the first year that the 2018 General Education Program has fully gone to the national exam. For the first time, students are evaluated based on the foundation of developing capacity, learning to be human, working, instead of just remembering knowledge, studying for exams.

Also for the first time, the locality had to organize a national exam while merging administrative units and converting the government model.

Two major transformations at the same time will of course create unprecedented pressure on the coordination capacity of the entire system.

Under that pressure, it is worth noting that many localities have shown initiative. For example, Dong Nai - one of the provinces strongly affected by the merger, is still carefully preparing from the facilities to the reserve plan of 11 exam points.

Or Bac Giang, Vinh Long and many other localities have simultaneously mobilized thousands of cadres, teachers and volunteer forces, ready to support accommodation and travel for candidates from far away, ensure traffic safety, prevent fire and explosion, food poisoning...

This shows that not only candidates but the entire system are also "entering the exam room" with a very serious, thoughtful and urgent spirit.

This year's exam is also a test of the ability to cope with innovation. Innovating the curriculum goes hand in hand with innovating the thinking of exam management, through not chasing achievements, not causing stress, but focusing on fairness, transparency and humanity.

We have talked a lot about digital transformation, education reform, streamlining the apparatus... And the 2025 high school graduation exam is the intersection of all those goals through reflecting on the implementation capacity and service spirit of almost the entire system.

The 2025 high school graduation exam is therefore not only a destination for students, but also a measure of the action capacity of the entire system at a time of change.

When education is placed in the right role, local authorities promote the right responsibility, and social forces participate, an exam will not only take place safely, but also become a symbol of consensus, efficiency and creativity.

Organizing the 2025 high school graduation exam successfully, safely, and in accordance with regulations is also a way for us to nurture faith in innovation in general, not just education.
