On the afternoon of February 5, information from Hanoi City Police, statistics from 2 days April 3 - February 2, 2026, Hanoi City Police functional forces have detected 335 cases with sufficient grounds to determine violations of urban order, public order and environmental sanitation in 42 communes and wards. Violations are handed over to the Police of communes and wards for verification and handling according to regulations.
Out of a total of 335 violations, 49 cases were detected through the surveillance camera system (47 violations of urban order, 2 violations of traffic order); 286 cases were recorded through direct reflection at the scene with images (284 violations of urban order, 2 violations of traffic order).
According to Hanoi City Police, the prominent violation situation is the situation of spontaneous Tet flower business points in areas that are not licensed by the Department of Industry and Trade for ward People's Committees to organize Tet flower markets.
According to statistics, some communes and wards have a high number of urban order violations including: Thanh Liet (24 cases); O Dien (18 cases); Phuc Tho (12 cases); Ha Dong (11 cases); An Khanh, Hong Ha, Tay Tuu, Viet Hung, Bo De, Long Bien, Dai Mo (each area recorded 10 violations).
Hanoi City Police said that strengthening the application of camera surveillance systems and receiving direct feedback on violations at the scene contributes to improving the effectiveness of urban order management, and at the same time gradually forming awareness of law compliance in the community.
