According to statistics from the Department of Construction of Dak Nong province, the whole province currently has 51 projects and plans that are behind schedule. Of these, 29 projects are behind schedule; 8 projects are not implemented; 1 project is proposed to be stopped.
In addition, 1 project was included in the list of investment projects using land for investment promotion; 2 projects were at risk of being behind schedule; 1 project was not implemented; 3 projects were proposed for consideration of planning adjustment; 1 planning project was proposed for adjustment; 5 planning projects were inadequate and slow to implement.
For example, in Gia Nghia city, there is a 24-hectare project in Nghia Trung ward, invested by the Land Fund Development Center. The project has a total reclaimed area of more than 24 hectares from 217 households.
In 2011, Gia Nghia City People's Committee issued a Decision approving the detailed planning project at a scale of 1/500. One year later, the city approved the first phase of compensation, support and resettlement plan.
In the first phase, 142 households had to be cleared with a total area of 11.54 hectares. The compensation and support cost was 26.3 billion VND. The remaining 75 households have not yet made a plan due to lack of funds.
Although the clearance plan has been approved, the government has not yet paid the residents in full due to lack of funds.
Regarding the above project, information from the Department of Natural Resources and Environment of Dak Nong province said that the unit has advised the Provincial People's Committee of two options: cancel or continue implementation.
However, the province is facing difficulties in continuing the project due to lack of funding. Furthermore, the project is no longer suitable.
Removing difficulties, unleashing resources
According to the People's Committee of Dak Nong province, in the period of 2015 - 2023, the People's Council of Dak Nong province issued a Resolution approving 910 works and projects requiring land acquisition.
Of these, 757 projects are funded by the State budget, the rest are funded by non-budgetary funds. According to the review results of competent authorities, up to now, 100 projects are being implemented; 166 projects have not been implemented and 184 projects have been removed from the land acquisition list.
According to the Dak Nong Department of Natural Resources and Environment, the main reason for the suspended planning is lack of funding, limited resources, and failure to attract investors.
In addition, planning has not harmonized the interests of people, government and investors.
Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen said that the locality is very interested in and closely directs the issue of suspended planning and suspended projects. Because this is a major cause leading to the socio-economic development of the locality.
In the coming time, the province is determined to handle ineffective and no longer suitable projects. From there, re-implement the planning to suit reality.
