The North-South expressway construction investment project, Quang Ngai - Hoai Nhon section, has a total investment of more than VND 20,400 billion with a length of 88km, passing through Quang Ngai (60.3km) and Binh Dinh (27.7km) provinces. This is the largest project of the 12 component projects.

On April 30, Deo Ca Group (the leading contractor of the consortium) said that although it is during the April 30 and May 1 holidays, 50 50% of the construction teams are being deployed at the construction site with 3,500 personnel and 1,300 equipment. Total output to date has reached about VND 8,200 billion, equivalent to 62% of the total volume.
Regarding the road, the crushed stone aggregate has been constructed to about 40% and the asphalt paving stage has been carried out for more than 10km. According to the plan, it is expected to complete the construction of crushed stone aggregate in September 2025, and the asphalt concrete construction in October.
Regarding the bridge, there are 77 bridges on the route. All have basically completed bored piles and piers; 69 bridges are in the stage of girder installation and bridge deck construction. In particular, some large bridges on the route such as Song Ve Bridge and DT624C overpass have been completed.
For the tunnel item, to date, tunnels 1 and 2 have completed construction, the units are urgently installing electromechanical equipment, lighting, smart traffic control systems...
tunnel No. 3 is 3,200m long, road surface width is 12.75m/ underpass. In particular, the right tunnel (North - South direction) has been dug, 6 months ahead of schedule. The left tunnel is currently about 340m away, expected to be dug in June 2025.

According to Mr. Nguyen Tien Thanh - Head of the command board of tunnel No. 3, with normal geology, the unit digging about 6 - 10m per day. However, the speed of tunnel excavation at level 3 is currently slowing down due to weak geology. There are only more than 90m left to clear the tunnel, but it is necessary to construct carefully because the geologicalological area is facing a level IV rock layer. Therefore, we can only dig a maximum of 3m per day, said Mr. Thanh.
After the tunnel is dug, the contractor will continue to expand, lower the floor, pour concrete tunnel shell ... According to the plan to complete the concrete shell of 2 tunnel pipes in October, install the equipment and complete the tunnel No. 3 in late December 2025, exceeding the progress of 8 months compared to the contract signed with the investor.
According to Deo Ca Group, to ensure the progress of the entire project's opening by the end of 2025 according to the direction of the Prime Minister, the entire project is organizing 3 shifts, 4 teams; for the tunnel item alone, engineers and workers take turns working continuously 24/7, no rest, working through holidays and Tet.

Due to the actual geology in the tunnels being different from the original design documents, the material from the tunnel did not meet the requirements for use in other items, leading to a shortage of materials and additional costs for purchasing materials from commercial mines and handling waste.
Along with some other problems with the site, contractors recommended that investors, localities and relevant agencies quickly hand over the site, promptly handle administrative procedures, and create conditions for the construction unit to ensure the required progress.
