Massive headquarters "closed doors
Located on Hoang Dieu street, Dong Ha ward, the old headquarters of the Quang Tri Provincial Department of Finance is one of the public facilities located in a beautiful location. This headquarters is a row of imposing high-rise buildings located in a large campus, facing the Hieu River. However, after the organizational structure was rearranged, for many months now the headquarters campus has been deserted, and the offices have been closed.
Mr. Nguyen The Hung (resident of Dong Ha ward), who regularly passes through this area, said that the project is still quite new, located in a convenient location but left empty for a long time, making people feel regretful. "The headquarters is invested in spaciously, the location is also very beautiful, but many months without use is too wasteful. I think it is necessary to have a plan to put it into use soon, because if left for a long time, the project will degrade very quickly" - Mr. Hung said.
Not far away, the old headquarters of the Department of Science and Technology of Quang Tri province on Hung Vuong street, Nam Dong Ha ward is also in a similar situation. This headquarters is located right on Hung Vuong street connecting Dong Ha ward and Nam Dong Ha. At night, the electricity system at the headquarters is still operating in some areas, but during the day there are almost no people coming in and out to work, the gate and functional rooms are closed.
According to the Quang Tri Provincial Department of Finance, so far the Provincial People's Committee has approved plans to arrange and handle 3,364 out of a total of 4,981 houses and land establishments. Among these, 2,566 establishments are retained for continued use; 165 establishments are transferred; 633 establishments are transferred to local management and handling.
Currently, the whole province has 646 redundant houses and land facilities that have been approved for handling plans by the Provincial People's Committee. However, from having a plan to completing procedures, handing over and putting assets into actual exploitation, there is still a gap.
Removing bottlenecks, not letting waste continue
According to the People's Committee of Quang Tri province, after implementing the arrangement of the organizational structure and the two-level local government model, the People's Committee of Quang Tri province has issued many plans and documents to handle redundant houses and land. Specifically, on August 15, 2025, the Provincial People's Committee issued a plan on handling public assets, which are working headquarters and career facilities, after arranging and streamlining the apparatus and administrative units.
By May 20, 2026, the province will continue to issue a plan to implement the arrangement, management, handling and exploitation of public assets after arranging the organizational structure.
Quang Tri province's point of view is first of all to transfer headquarters between agencies and units that are surplus and lack area to maximize existing facilities. For headquarters that are truly no longer needed, the province prioritizes converting functions to serve health, education and public purposes.
Mr. Hoang Nam - Standing Vice Chairman of Quang Tri Provincial People's Committee - said that on July 30, 2026, Quang Tri Provincial People's Committee held a meeting with departments, branches, and localities to remove obstacles and accelerate the handling of redundant housing and land facilities. At the meeting, bottlenecks in legal documents, transfer procedures, handling assets attached to land and selecting exploitation plans after transfer continued to be raised.
The province requests departments, branches, and localities to closely follow the regulations of the Central Government and the province, urgently complete dossiers, and accelerate the arrangement, handling, and exploitation of redundant houses and land according to their authority. The process of handling must be public and transparent, using assets for the right purpose, not allowing loss and waste; and at the same time prioritize arranging redundant facilities for public purposes and social security" - Mr. Hoang Nam informed.
