On July 14, information from the People's Committee of Hoang Tien commune, Thanh Hoa province said that up to now, the commune has completed the placement of the maximum speed limit sign of 30 km/h according to Decree No. 165/2023/ND-CP of the Government.

The routes with signs include: 22m road to Hai Tien yacht wharf, Hoang Hai stage, Phuc Ngu culvert, Flamingo roundabout... with a total length of more than 6.2 km.
According to the representative of the People's Committee of Hoang Tien commune, Hai Tien Sea Tourism Area currently has about 200 4-wheel electric tourism vehicles belonging to 5 enterprises, serving the travel and sightseeing needs of tourists.
Currently, Hoang Tien commune has established a Tourism Management Board and a Standing Group for Tourism Management to strengthen inspection and handling of violations, ensuring vehicles operate in accordance with regulations.
Previously, as Lao Dong reported, Decree 165/2023/ND-CP of the Government stipulates: four-wheeled electric vehicles for passenger transport are only allowed to operate on routes with maximum speed signs of 30 km/h, applicable to all vehicles participating in traffic.

Based on the above Decree, the functional sector of Thanh Hoa province issued a document requesting localities to closely manage and supervise the operation of pilot electric vehicles in tourist areas. In particular, the requirement to temporarily suspend operations for electric vehicles that do not meet the conditions for traffic signs is from July 1.
However, according to records, in early July 2025, on the routes at Hai Tien Sea Tourism Area (Hoang Tien commune), electric tourist vehicles continued to operate to transport passengers, while many routes have not been marked with signs limiting the maximum speed of 30 km/h according to regulations.
