Decree 165/2023/ND-CP of the Government stipulates: four-wheeled electric vehicles for passenger transport are only allowed to operate on routes with maximum speed signs of 30 km/h, applicable to all vehicles participating in traffic.

Based on the above Decree, the functional sector of Thanh Hoa province issued a document requesting localities to closely manage and supervise the operation of pilot electric vehicles in tourist areas. In particular, the requirement to temporarily suspend operations for electric vehicles that do not meet the conditions for traffic signs is from July 1.
However, according to records, from July 1 to now, on the routes in Hai Tien coastal tourist area (in Hoang Tien commune, Thanh Hoa province), electric vehicles have continuously operated to transport passengers, while many routes have not been marked with signs limiting the maximum speed of 30 km/h according to regulations.
A representative of the People's Committee of Hoang Tien commune said that there are currently about 180 four-wheeled electric vehicles of 5 enterprises operating in the area to serve tourists.

Before dissolving the district-level administrative unit, the People's Committee of the old Hoang Hoa district also issued instructions related to the management of electric vehicle operations.
"The locality has developed a plan to put up signs limiting the speed to 30 km/h on a number of key routes. In the coming days, the routes expected to have signs installed include: the section from 22 m road to Hai Tien yacht, Hoang Hai stage area, Phuc Ngu culvert, Flamingo roundabout, with a total length of more than 6 km" - a representative of Hoang Tien Commune People's Committee informed.
