At the 27th session (special session) today (June 12), the 14th term People's Council of Quang Ninh province passed a Resolution to stop the investment policy of the Quang Ninh Provincial General Hospital - Facility 2 project on the land of the old Nam Cau Trang Coal Selection Plant of Hon Gai Coal Selection Company, under the Vietnam National Coal - Mineral Industries Group (TKV).
Previously, the People's Committee of Quang Ninh province submitted a document to the Provincial People's Council on stopping the investment policy of the Provincial General Hospital - Facility 2.
The investment policy for this hospital project was approved by the People's Council of Quang Ninh province in Resolution No. 180/NQ-HDND, dated December 8, 2023. Accordingly, a modern hospital with about 1,000 beds, with a total investment of no more than VND 4,185 billion, will be built on the land (about 33 hectares) of Nam Cau Trang Coal Selection Plant of Hon Gai Coal Selection Company, located in Ha Tu and Hong Ha wards, Ha Long City.
This is a "golden" land because it is located right next to the coastal road connecting Ha Long City with Cam Pha City. Implementation period: 2024 - 2028.
However, up to now, the entire area of the Coal industry managed within the project boundary has not been able to implement site clearance, because the compensation and support plan for assets of Hon Gai Coal Selection Company has not been agreed upon, so the owner has not dismantled, moved machinery, factories... to hand over the site to Ha Long City.Therefore, the time to complete the investment in the construction of technical infrastructure in the Hospital Area of Facility 2 has not been determined, leading to the Provincial General Hospital project - Facility 2 not being able to be implemented on schedule.
According to the review and report of departments, branches and the People's Committee of Ha Long City, regarding the planning, the area of the 4 existing units is medical land, which is eligible to build a hospital according to the approved planning.
According to the People's Committee of Quang Ninh province, the current plan to renovate and upgrade the facilities of Quang Ninh General Hospital in conjunction with the arrangement, handling of assets, and effective use of existing land funds is appropriate.
To carry out work to ensure consistency according to the Law on Public Investment, it is necessary to consider stopping the investment policy of the Provincial General Hospital - Facility 2 construction investment project.
For the above reasons, the People's Committee of Quang Ninh province proposed that the People's Council of Quang Ninh province issue a Resolution to stop the investment policy of the Quang Ninh Provincial General Hospital project - Facility 2.
Some items of the Quang Ninh General Hospital in Bach Dang Ward, Ha Long City, were built in 2002 and are now degraded and damaged.
The hospital is also always in a state of serious overload, with an actual number of 1,320 beds, far exceeding the standard scale (673 beds)...
This affects the effectiveness of professional activities and health care for patients, requiring timely investment in renovating the Provincial General Hospital (currently) to ensure the quality of medical services.
Adjacent to the campus of Quang Ninh General Hospital, there are a number of medical land, including: old CDC Center, currently managed by the Department of Health and Ha Long Medical Center; Area managed by the Provincial Cadre Health Protection Board (about 7,052 m2); Testing Center area, old HIV consultation center (about 3,050m2). In addition, there are a number of households living in the area, with complex terrain, difficult travel and potential risks of environmental pollution.
