Practical livelihood model
As a poor household, in August 2024, the family of Ms. Le Thi Suu (37 years old, residing in La Xa village, Tan Lam Huong commune, Thach Ha district, Ha Tinh province) was given a livelihood model of a cow by the Fatherland Front of Thach Ha district and the Mobilization Committee of the Fund "For the Poor" of Thach Ha district to raise for reproduction and economic development.
Ms. Suu shared: “My family is very happy to receive a cow to develop the economy. Every day I take care of it, feed it well, and when it is cold, I cover the barn to keep it warm. I hope it will grow and reproduce quickly so that the family will have capital and gradually develop to escape poverty.”
Ms. Suu added that her family currently has 3 school-age children. The oldest child is in 7th grade, the middle child is in 6th grade, and the youngest child is in 2nd grade. Because the family is poor, the children are exempted from tuition fees. In addition, her family also receives monthly support for electricity costs.
“Knowing that my family is living in a small, dilapidated house, the commune officials have come many times to persuade us to build a house for our family, but currently my family has not saved any money so we do not dare to register to do it. I want to wait for more time, from the source of livelihood given by cows, the family's livestock development, accumulate a little and then, together with the support from the State, building a house will be better,” Ms. Suu confided.
Ms. Pham Thi Luc - Chairwoman of the Fatherland Front of Tan Lam Huong commune - said that in the past, when donating livelihood models to the poor in the area, they were often given chickens and ducks. However, those livelihood models were quite small, and the ability to develop and grow was still difficult. Therefore, in 2024, the Fatherland Front of the district and the Fund for the Poor of Thach Ha district implemented a livelihood model by donating breeding cows. Each cow donated to a poor household is worth 10 million VND.
According to Ms. Luc, in the first phase of 2024, the district supported 20 cows for 20 households in Tan Lam Huong commune. This second phase has been approved and is preparing to donate 15 cows to 15 other households in the commune.
“After receiving the breeding cows, the households were very excited and took good care of the cows. We believe that through livelihood models like this, the poor who have been “given fishing rods” will have the conditions and foundation to strive to escape poverty,” Ms. Luc shared.
Mr. Tran Danh Vinh - Chairman of the Fatherland Front of Thach Ha district - said that in 2024, the Fatherland Front of Thach Ha district and mass organizations of the district and commune donated 174 livelihood models to the poor in Thach Ha district with a total cost of nearly 1 billion VND. In particular, the main focus is still on donating breeding cows for households to raise, develop and improve income.
“Previously, the livelihood model was mainly donated chickens and ducks, but in practice, the effectiveness of this model was not high, it was difficult to maintain long-term development, and it had the potential for disease, so now implementing the livelihood model of donating breeding cows with a larger budget is expected to be more effective,” Mr. Tran Danh Vinh shared.
Focus on effective poverty reduction
Mr. Phan Tan Linh - Director of Department of Labor, Invalids and Social Affairs (Labor, Invalids and Social Affairs of Ha Tinh Province - said that in 2024, the Department of Labor, Invalids and Social Affairs of Ha Tinh Province submitted to the People's Committee of Ha Tinh Province to decide to allocate the plan of non -business capital of the central budget and the provincial budget to implement the national target program for sustainable poverty reduction in 2024 with a total amount of more than VND 92.4 billion.
Proposing to adjust more than 7.6 billion VND of non-disbursed capital for implementing the National Target Program on Poverty Reduction in 2022 and 2023 to 2024 for 10 units and localities; urging to accelerate the implementation progress of the National Target Program on Sustainable Poverty Reduction.
Continue to effectively implement policies on poverty reduction, new rural construction associated with socio-economic development, job creation, and livelihood support for people. Policies on health insurance support, electricity bill support, education support, housing support, preferential loans from social policy banks, etc. are implemented promptly, contributing significantly to supporting sustainable poverty reduction and minimizing the risk of falling back into poverty.
In 2024, the whole province will have 11,572 poor households supported with electricity bills with a total cost of more than 8 billion VND; 534,963 people from poor households, near-poor households, people from farming, forestry, fishery and salt-making households with average living standards, and elderly people from 70 to 79 years old will be supported to buy health insurance cards, with a total cost of more than 233 billion VND.
More than 5,000 high school students, preschool children, and university students from poor and near-poor households are supported with tuition fees, study costs, scholarships, and other learning support with a total budget of more than 5 billion VND.
1,700 members of poor households, people with revolutionary contributions, and poor households under social protection policies are supported with income according to Resolution No. 72/2022 of the People's Council of Ha Tinh province with a total budget of nearly 4 billion VND.
In addition, from socialized sources, in 2024, Ha Tinh will support the construction of 103 more solid houses for the poor, meritorious people, and households affected by natural disasters with an amount of 7.23 billion VND. Accumulated from 2021 to present, 42 community cultural houses combined with storm and flood shelters have been built with a cost of 84 billion VND; 2,475 houses have been built for meritorious people, poor households, and households affected by natural disasters with a cost of more than 172 billion VND.
Pursuant to Decision No. 539 dated June 19, 2024 of the Prime Minister on the plan to implement the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", the People's Committee of Ha Tinh province launched the emulation movement "Joining hands to eliminate temporary and dilapidated houses in Ha Tinh province in 2025". The Ha Tinh Provincial Party Committee also issued a Directive on strengthening the Party's leadership in implementing the elimination of temporary and dilapidated houses in Ha Tinh province.
Through screening, Ha Tinh province has more than 2,150 households including families of meritorious people, relatives of martyrs, poor and near-poor households needing support to build new houses or repair houses. Of these, 1,627 are poor and near-poor households.
According to regulations, the demolition of temporary and dilapidated houses for meritorious households and martyrs’ relatives will use the central and provincial budgets. For poor and near-poor households, more than 83 billion VND must be mobilized from socialized sources.
According to the Department of Labor, Invalids and Social Affairs of Ha Tinh province, as of early December 2024, Ha Tinh has mobilized more than 27 billion VND from social sources to eliminate temporary and dilapidated houses by 2025. Of which: The Logistics Department, Ministry of National Defense supports Huong Khe district with 2.5 billion (50 houses, each house with 50 million VND); Viettel Group supports 25 billion VND. In addition, the Bank for Agriculture and Rural Development plans to support 6 billion VND.
Up to now, 26 houses have been started with support from the Ministry of National Defense (Military Industry - Telecommunications Group).
Currently, Ha Tinh province is continuing to propagate, mobilize, and call on agencies, organizations, economic groups, enterprises, philanthropists, and all people inside and outside the province to support and effectively implement the program "Eliminating temporary and dilapidated houses in Ha Tinh province in 2025".
“In recent years, Ha Tinh province has focused on poverty reduction with many suitable and practical solutions, associated with new rural construction, supporting livelihoods, creating jobs, increasing income, and ensuring social security. Thanks to that, the rate of poor and near-poor households has decreased, re-poverty has been limited, income has been increased, and people's lives have become increasingly prosperous and happy,” said Mr. Phan Tan Linh - Director of the Department of Labor, Invalids and Social Affairs of Ha Tinh province.
