Dam damaged, urgent repair needed but... no capital

The inspection process showed that in Quang Tri province, there are many degraded and damaged irrigation works that need urgent repair, but the management agency is not clear when the capital will be allocated to repair them.

Flood spillway is unsafe during flood season

Recently, Quang Tri Province Irrigation Works Management and Exploitation Company Limited has inspected the current status of Truc Kinh Reservoir. This project was built in 1992, completed and put into use in 1996, with the task of designing irrigation for 2,350 hectares of agricultural land for 2 districts: Cam Lo, Gio Linh and Dong Ha City. In 2015, the project cluster was invested in upgrading and completed in 2018 (from the WB7 project).

For the spillway of Truc Kinh reservoir, the task is to regulate flood discharge to ensure the safety of the reservoir and the safety of the downstream area; regulate water sources to ensure that the reservoir reaches its designed capacity for production. However, through inspection, all 3 spillways have rusted. In particular, some steel bars of the secondary beam system and support bars are rusted and corroded, causing rot, holes, and breaks; rubber gaskets are aged and damaged, the load-bearing steel is loose and rusted, reducing the load-bearing capacity, some auxiliary construction items are damaged and degraded, posing a risk of losing the safety of the construction during the rainy and flood season.

In addition, the Phu Dung reservoir project in Gio Son commune (Gio Linh district) with the task of providing irrigation water for 44.2 hectares of agricultural land also has the phenomenon of seepage through the dam body. And the phenomenon of seepage through the main dam tends to develop more strongly, causing landslides on the dam slope. If not handled promptly, there is a high risk of causing the safety of the project.

In addition, the Chau Thi saltwater dam is also degraded, the earth dam is eroded and the roof is sliding. Observations show that the spillway has peeled off concrete, the reinforced concrete water retaining sluices have aged, rotted, degraded causing water leakage, not holding and storing enough water to pump irrigation for production. Meanwhile, this saltwater dam has the task of preventing saltwater intrusion, keeping fresh water, creating a source of irrigation water for 135 hectares of agricultural land in 3 communes of Vinh Long, Vinh Chap, Trung Nam and Ho Xa Town.

Don't know when there will be capital to fix it

Quang Tri Province Irrigation Works Management and Exploitation Company Limited is assigned to manage 17 reservoirs, 2 dams, 29 pumping stations, 10 saltwater prevention works serving agricultural production with a total area of ​​over 32,700 hectares/year. During the inspection, in addition to the 3 damaged works mentioned above, there was also the Vinh Phuoc Saltwater Prevention Dam which was also seriously damaged, and a repair proposal was made but there was no funding yet.

This saltwater dam has an important task, when preventing saltwater intrusion, keeping fresh water to provide irrigation water for more than 400 hectares of rice in Dong Luong ward, Dong Le ward, ward 2, Dong Ha city and Trieu Ai commune, Trieu Phong district. At the same time, the saltwater dam also creates a source of domestic water for Dong Ha city. Currently, the free spillway is damaged, many sections have subsided, the dam body has been eroded to form a frog's jaw, some places have hollow dam bodies with the risk of subsidence, dam face collapse... To overcome the damage of the project, based on the proposal of the units, on July 17, 2024, the Department of Finance of Quang Tri province submitted to the People's Committee of Quang Tri province to allocate more than 1.1 billion VND for implementation, but up to now the project has not been allocated funding, so there is no basis for implementing the next steps.

Mr. Ho Xuan Hoe, Director of the Department of Agriculture and Rural Development of Quang Tri province, said that the unit has made a recommendation to the People's Committee of Quang Tri province to pay attention and promptly arrange funds to urgently repair the four damaged works mentioned above.
