For more than 2 months, every Tuesday morning, the "one-stop" Department of Quang Phu Ward (Da Nang City) has had another familiar face: a member of the Standing Committee of the Ward Party Committee sitting right next to the receptionist, directly guiding documents, online submission operations, and answering common legal problems.

In early October, Mr. Bui Ngoc Anh - Party Committee Secretary, Chairman of the Ward People's Council - was assigned to be on duty. Among the people coming to ask about procedures, the land records account for a large proportion, in which the records of Mr. Nguyen Ngoc Thuy (An Ha Nam block) are quite "difficult": he both needs to merge plots and wants to change the land use purpose at plot number 525, map sheet 27.
After reviewing the planning and consulting with professional staff, Mr. Anh advised a suitable solution: first convert 50m2 of garden land to residential land so that the dossier can be resolved quickly, close to financial capacity and in accordance with actual use. "If there are any problems during the procedure, I will report directly to the head of the Party Committee and the ward government" - he said, and at the same time assigned staff to support Mr. Thuy to complete the documents as desired. The way to handle "go straight to the problem", clear legal documents, specific solutions, helps solve the problem of cash flow right at the counter, limiting the scene of traveling many times.

Assault, killing people, killing facilities
According to the assignment, the on-duty leaders have three tasks: (1) consulting and removing common procedures; (2) guiding people to submit documents online, increasing the rate of high-level use of public services; (3) recording and synthesizing "bottlenecks" for the Standing Committee to direct the improvement of procedures within its authority or recommend superiors.
This method helps shorten the gap from reflection to processing, reducing the load on the "one-stop" department, while encouraging people to access digital technology. Many elderly people, who were previously afraid of online operations, now being enthusiastically instructed, have boldly submitted their applications online, thereby reducing the pressure on paper applications and reducing the crowded waiting situation at the beginning of the week.

The model will be consulted by designeders with a strict evaluation mechanism: preliminary review after the first month, then periodically every quarter or 6 months to measure the effectiveness, collect public opinions to streamline procedures. Based on practical data, the ward is expected to expand to "day with people to solve digital procedures", and at the same time form a "Community digital transformation group" in each residential group.
According to Party Secretary and Chairman of the Ward People's Council Bui Ngoc Anh, the goal of the model is to build a team of cadres close to the grassroots, increase the satisfaction index and promote effective digital transformation at the ward level. Accompanying the people is not only a slogan, but a specific action: the Party Committee sitting in the right place where problems arise to jointly resolve, listen and serve better, Mr. Anh emphasized.
