Supporting low-income people to convert vehicles when tightening inspection of motorbike emissions

It is expected that motorbikes in Hanoi and Ho Chi Minh City will apply emission standards from July 1, 2027.

In the dossier for appraisal of the draft Decision of the Prime Minister regulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in road traffic published by the Ministry of Justice, the drafting agency, the Ministry of Agriculture and Environment, clearly stated the organization of implementation of this regulation. Specifically:

The Ministry of Agriculture and Environment guides the implementation of this roadmap; Develop and promulgate national technical regulations on emissions of motorbikes and mopeds participating in road traffic, including regulations on the maximum allowable limit values of motorbike and moped emissions to ensure effectiveness in accordance with the roadmap prescribed in Clauses 2, 3, 4, 5, 6, 7, 8, 9, Article 4 of this Decision;

Based on the actual situation, continue to research and develop regulations to increase emissions of motorbikes and mopeds participating in road traffic and expand the subjects of application to submit to the Prime Minister for announcement of the next roadmap.

The Ministry of Construction shall preside over the organization of inspection and certification of motorbikes and mopeds meeting the emission levels prescribed in this Decision; supervise emission inspection facilities to conduct inspections of emissions of motorbikes and mopeds in compliance with this Decision;

Preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Public Security to organize inspections of emission inspection activities for motorbikes and mopeds; Sharing information on inspection facilities and data on inspection of emissions of motorbikes and mopeds with the Ministry of Public Security and the Ministry of Agriculture and Environment to perform state management functions;

Stipulate the identification signs of inspection vehicles meeting different emission levels, creating conditions for vehicles meeting emission levels to operate in regions in different areas as prescribed in Article 4 of this Decision.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and branches to ensure the production, import and supply of fuel for motorbikes and mopeds with quality in accordance with national technical standards on gasoline, diesel fuel, biofuel and in accordance with technical standards and roadmaps for applying emission levels prescribed in this Decision.

The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Construction and the Ministry of Agriculture and Environment to carry out propaganda and dissemination activities to the community on the inspection of emissions of motorbikes and mopeds;

Research and review national technical regulations on fuels to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision;

Review regulations on certification, appointment of organization of inspection and standardization of emission measuring devices according to the provisions of law on measurement to amend and supplement to meet the inspection and standardization of measuring devices in accordance with the roadmap for applying emission levels prescribed in this Decision.

The Ministry of Finance shall preside over and propose preferential policies on taxes and fees; policies on direct and indirect financial support for users to convert vehicles and develop emission inspection facilities.

The Ministry of Public Security directs and guides local police forces to inspect and control motorbikes and mopeds participating in traffic in compliance with the emission levels prescribed in this Decision; handle cases of violations of emission regulations according to regulations;

Sharing registration data of motorbikes and mopeds with the Ministry of Construction and the Ministry of Agriculture and Environment to serve the emission inspection work.

Ministries, ministerial-level agencies, and agencies under the Government, based on their functions and tasks, will coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction in implementing this Decision.

People's Committees of provinces and centrally run cities coordinate with relevant ministries, branches, agencies and units to organize the implementation of this Decision; manage, inspect and supervise the quality of fuel when circulating on the market;

Organize the construction of a system of Centers, Stations, and Emissions Inspection Facilities for motorbikes and mopeds (state-owned, enterprise-owned, and private) to ensure that they meet inspection needs, in accordance with local actual conditions according to the instructions of the Ministry of Construction and current regulations;

Based on socio-economic conditions and requirements for environmental protection in the locality, if necessary, separate regulations on low-emission areas and zones or restricting the circulation of road motor vehicles may be issued; stipulate the roadmap for applying local emission levels in a more severe direction than the emission levels prescribed in this Decision, in accordance with the provisions of the Law on Environmental Protection and the Law on Road Traffic Order and Safety; mobilize resources to support low-income people in replacing vehicles that have been used for many years and are at risk of causing high pollution when not meeting the emission levels in the management area.
