On March 9, Quyet Tien residential group (Nam Trach commune, Quang Tri province) said that it had just received the difference in money returned by the previous residential group leadership after a reflection on collecting money from households eligible for exemption and reduction occurred.
According to information from the locality, representatives of the leadership of the old Quyet Tien residential group handed over and returned to the new leadership the amount of 77,780,000 VND.
After receiving it, this money is managed by the treasurer of the residential group and will be taken to the Nam Trach Commune People's Committee to be returned in accordance with regulations.
Talking to Lao Dong Newspaper, some people who had reported the incident said they felt happy when the incident was initially resolved.
According to people, the fact that the difference is refunded shows that people's reflections have been listened to, and at the same time demonstrates the supervisory role of the press over issues at the grassroots level.
We are very happy that the money has been refunded. People want revenue and expenditure to be clear and transparent so that people can feel secure in living" - a resident said.
According to them, clarifying revenues not only helps ensure the rights of people but also contributes to improving transparency in financial management in residential areas.
As Lao Dong Newspaper reported, many residents in Quyet Tien residential group reflected that they are on the exemption and reduction list but are still being charged.
The family of a resident has 2 mothers and 1 grandchild, their daughter has been working far away for 6 years, she has reached the working age, but in 2024, the implementation team collected contributions from each household of 1.91 million VND.
However, as far as I know, the list of households eligible for exemption and reduction prepared by the residential group and submitted to the People's Committee of Viet Trung Farm Town (currently Nam Trach Commune People's Committee) includes my household" - the complaint clearly states.
Another case reflected that she was past working age, and there were still 2 grandchildren in the house who were going to school, so she asked to be exempted from contributions but was not granted.
Because she was not accepted by the residential group for exemption and reduction, in 2022 and 2023, she still had to pay money. The amount of money she had to pay each year was more than 1.7 million and 1.8 million VND respectively, but strangely, by 2024, she was notified to be eligible for exemption and reduction and only paid 410,000 VND, although the number of people in the household remained the same.
Faced with this violation, the Town People's Committee requested Quyet Tien residential group to review the list, publicize the mobilization plan and ensure that the correct subjects are exempted and reduced. At the same time, the difference of 77.78 million VND collected (after deducting 6 million VND collected against the wrong subjects - this amount has been returned to those who were wrongly collected) must be returned to the town budget.
The People's Committee of Viet Trung Farm Town also decided to dismiss Mr. Phan Dinh Hung from the position of Head of Quyet Tien residential group due to violations in leadership, management, and administration.
The Town Party Committee also disciplined Mr. Hung - Deputy Secretary of the Party Committee of Quyet Tien department in the form of reprimand for irresponsibility, wrong principles of collection and spending, wrong subjects of collection and using money exceeding the plan.
