On November 30, with the majority of delegates in favor, the National Assembly passed the Resolution on organizing urban government in Hai Phong city.
Article 5 of the Resolution stipulates the People's Council of Thuy Nguyen city as follows:
Article 5. People's Council of Thuy Nguyen city
1. The People's Council of Thuy Nguyen city performs the tasks and powers prescribed in the Law on Organization of Local Government, other relevant legal provisions and the following tasks and powers:
a) Decide on the state budget revenue estimates in the locality; local budget revenue and expenditure estimates and allocate the budget estimates at its level, including the budget estimates of affiliated wards; adjust the local budget estimates when necessary according to its authority; approve the local budget settlement;
b) Supervise compliance with the Constitution, laws and implementation of resolutions of the People's Council of Thuy Nguyen city in the wards; supervise the activities of the People's Committee and the Chairman of the People's Committee of the wards.
2. The People's Council of Thuy Nguyen city established the Legal - Urban Committee and the Economic - Social Committee to advise and assist the People's Council in the following specific areas:
a) The Legal - Urban Affairs Department is responsible for the following areas: enforcement of the Constitution and laws, national defense, security, order, social safety, building local governments and managing administrative boundaries; urban planning, development of technical and social infrastructure, transportation, construction, natural resources and environment, and organization of public service provision;
b) The Economic - Social Committee is responsible for the following areas: economy, budget, education, health, culture, society, information, physical education, sports, science, technology, and religious policy.
The Resolution takes effect from January 1, 2025; the organization of urban government in Hai Phong city according to the model prescribed in this Resolution is implemented from July 1, 2026.
