On the afternoon of November 21, the National Assembly discussed in the hall about the organization of urban government in Hai Phong City.
Participating in the discussion, delegate Pham Van Hoa (Dong Thap delegation) suggested applying the model of Thu Duc City to Thuy Nguyen City.
Accordingly, delegates agreed to apply the urban government model, with a People's Council and a People's Committee; agreed that the Vice Chairmen of the People's Committee could be from 3 to 4 people because Thuy Nguyen after merging into a city will have a very large population.
“Although the population is not as large as Thu Duc City, Thuy Nguyen will be a new city with great potential for economic and social development. According to the plan, the administrative agency of Hai Phong City will move to Thuy Nguyen, so I think that Thuy Nguyen City will have conditions for higher and better development in the future,” said delegate Pham Van Hoa.
Meanwhile, delegate Nguyen Quang Huan (Binh Duong Delegation) expressed concern that Thuy Nguyen City has less than 0.4 million people. If the one-level government, city within city, and People's Council are still applied, will it reduce the dynamism and autonomy of the entire Hai Phong City?
“Because at that time, Thuy Nguyen City in Hai Phong City, has a People's Council and will be able to decide on a number of issues, such as budget and other issues. I am very concerned about this, I request the agency drafting the Resolution to provide more information” - delegate Nguyen Quang Huan said.
Responding to some issues of concern to delegates, regarding delegates' concerns about the organizational structure of Thuy Nguyen City, Ms. Pham Thi Thanh Tra - Minister of Home Affairs - said that Thuy Nguyen in the coming time will be the political, economic and social center of Hai Phong City.
However, the population size as well as the economic growth rate of all aspects of Thuy Nguyen cannot be compared with Thu Duc City, so the Ministry of Home Affairs advises to implement in accordance with the provisions of the Law on Organization of Local Government according to the classification of administrative units, it is impossible to increase the number of Vice Chairmen of the People's Council and Vice Chairmen of the People's Committee as well as the committees of the People's Council of Thuy Nguyen.
The Minister said that at first, the plan was to increase the number of committees of the People's Council, increase 1 Vice Chairman of the People's Council, and increase 1 Vice Chairman of the People's Committee to be similar to Thu Duc City.
But according to the general spirit of the General Secretary's direction to streamline, the rearrangement has only two committees, which are the Economic - Social Committee and the Urban Legal Committee. Meanwhile, Thu Duc has 3 committees and the number of Vice Chairmen of the People's Council, Vice Chairmen of the People's Committee and committees of the People's Council has increased.
