On May 21, according to information from the Department of Construction, Dong Nai province is inviting investors to the elevated road project along National Highway 51, from Vung Tau intersection to the Ring Road 11 intersection.
According to the provincial Department of Construction, the elevated road project along National Highway 51 is 5.5 km long to unblock bottlenecks on the area's main road traffic route, with a scale of 6 elevated expressway lanes. The construction site is in Bien Hoa city, Dong Nai province.
The project has a total investment of more than 13,000 billion VND under the PPP (BOT contract) method.

This is a project included in the priority investment list according to Decision No. 586/QD-TTg dated July 3, 2024 of the Prime Minister; the Provincial People's Committee is proposing to the Provincial People's Committee to seek the opinion of the Provincial Party Committee Standing Committee to approve the investment policy.

Previously, on January 2, the People's Committee of Dong Nai province worked on the proposal for an elevated road project along National Highway 51, from Vung Tau intersection to Gate 11 (Bien Hoa city).
According to the proposal of Ho Chi Minh City Infrastructure Investment Joint Stock Company, the elevated road project running along National Highway 51 includes 3 items: Complete construction of Vung Tau intersection; Construction of a direct overpass on National Highway 1, Bien Hoa City bypass section and construction of an elevated road along National Highway 51.
Concluding the meeting on January 2, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc said that the investment in completing the two intersections of Vung Tau and Gate 11 is very necessary and urgent. Currently, the traffic volume on National Highway 51 is very large, causing frequent traffic congestion. In 2026, when the Bien Hoa - Vung Tau expressway is put into operation, the traffic volume to these two intersections will be even greater.
