Many utilities in health insurance examination and treatment, connecting many types of documents
According to Vietnam Social Security, along with expanding the scope and level of health insurance (HI) benefits for participants, social insurance agencies and the health sector have increased the application of information technology and digital transformation in implementing health insurance policies, creating the most favorable conditions for beneficiaries.
The implementation of health insurance medical examination and treatment using a chip-embedded citizen identification card (CCCD) has brought significant benefits, especially in helping people and medical facilities complete medical examination and treatment procedures more quickly and conveniently.
Currently, 100% of health insurance treatment facilities have deployed health insurance treatment using chip-embedded CCCDs (meeting the requirement of looking up health insurance card information using personal identification numbers/CCCD), with more than 237.5 million searches of health insurance card information using personal identification numbers/CCCD successfully serving health insurance treatment procedures, an increase of 83.7 million searches compared to the end of 2024.
The implementation of electronic health books, referral papers, re-examination appointment papers on VneID; using the VssID application - Digital Social Insurance... helps the process of looking up information and managing the patient's medical examination and treatment history to be complete and transparent.
To date, nationwide, there have been over 364.6 million sends of data from health insurance medical facilities to the Health Insurance Assessment Information System of Vietnam Social Insurance.
Of which, there were nearly 178.9 million successful searches of health examination records, referral papers, and re-examination appointment papers connected to the National Population Database for integration on the VNeID application, an increase of more than 129.6 million successful searches compared to December 31, 2024 (these data have not been signed as prescribed in Decision No. 2733/QD-BYT promulgating the pilot guide for implementing the Electronic Health Book for integration on the VneID application).
In addition, 1,380 medical facilities nationwide have sent data for driver's health certificates, with more than 6.8 million data sent; 1,971 medical facilities sent data for birth certificates, with more than 2.5 million data sent; 810 medical facilities sent data for death certificates, with 33,642 data sent.
The connection of driver's health certificates through the infrastructure of Vietnam Social Insurance helps people to request reissuance and renewal of driver's licenses completely online, instead of having to go to the place where the driver's license was issued to submit a copy of the driver's health certificate.
Similarly, the connection of birth certificates and death certificates through the infrastructure of Vietnam Social Insurance is an input to help people perform the entire online public service for 2 groups of connected administrative procedures: registration of birth - registration of permanent residence - issuance of health insurance cards for children under 6 years old; registering death - Except for permanent residence registration - Support for funeral expenses, funeral allowance, instead of having to go to the People's Committee of the commune or ward to submit the birth certificate to do these procedures.
Optimal control of the health insurance fund for the benefit of patients
In order to ensure the safe and effective use of the health insurance fund for the purpose of protecting the legitimate rights of health insurance participants, in the first 6 months of 2025, Vietnam Social Insurance has deployed the implementation of health insurance policies with many synchronous solutions, promptly grasping difficulties and problems in the implementation process, especially in the context of arranging and organizing the apparatus according to the new model; promptly paying all health insurance regimes and appraising and controlling the cost to optimize the health insurance fund.
Implement the assignment of health insurance treatment spending estimates to local social insurance immediately after receiving the Prime Minister's Decision on assigning health insurance treatment spending estimates for 2025; at the same time, direct local Social Insurance to regularly assess, analyze, and notify health insurance facilities with increased costs to strengthen effective management measures of the health insurance fund. Timely detect, prevent and coordinate with competent authorities to handle the abuse and profiteering of the Health Insurance Medical Examination Fund.
Social Insurance of localities also regularly works, exchanges, and closely coordinates with leaders, doctors, and nurses at health insurance treatment facilities to join hands to implement common goals for the rights of policy beneficiaries.
