The majority of voters approve
On April 21, the Department of Home Affairs of Binh Dinh province said that, implementing the plan of the People's Committee of Binh Dinh province on collecting voters' opinions and submitting to the People's Councils at all levels for approval the Project to reorganize Gia Lai province with Binh Dinh province; Project to reorganize commune-level administrative units in the province, all voter collection teams in localities have deployed collecting voters' opinions.
The consultation was carried out simultaneously in residential groups in all villages and residential areas of communes, wards and towns in the province. The subjects of the consultation are voters representing households in commune-level administrative units directly affected by the two projects. The content of the consultation has two options: "agreeable" or " disagreeable".

As of 7:30 p.m. on April 20, 10/11 districts, towns and cities have completed collecting voters' opinions, with more than 98.68% of voters participating in the project to reorganize administrative units at all levels, meeting the requirements for progress.
Of which, 98.39% of voters agreed with the Gia Lai and Binh Dinh Provinces Reorganization Project, 1.61% of voters disagreed. 98.54% of voters agreed with the Project on rearranging commune-level administrative units and 1.46% of voters disagreed.
After completing the consultation of the people, the People's Committee of the commune and district level will submit to the People's Council of the same level for consideration and promulgation of the Resolution through the policy of arranging the administrative units at the provincial and commune levels, completing before April 24. The People's Committee of Binh Dinh Province will send the project dossier to the Ministry of Home Affairs for evaluation, expected to be completed before April 30.
Reducing 97 commune-level units after the reorganization
According to Mr. Le Minh Tuan - Director of the Department of Home Affairs of Binh Dinh province, the whole province currently has 155 commune-level administrative units. After the arrangement, the number will be reduced to 58 units, including 41 communes and 17 wards.
The arrangement of commune-level administrative units aims to promote potential and advantages, expand development space of localities, ensure that commune-level authorities effectively manage the area, grasp the situation, be close to the people, close to the people and serve the people.
According to the plan, Quy Nhon City will have 6 administrative units after the arrangement, including Quy Nhon, Quy Nhon Nam, Quy Nhon Bac, Quy Nhon Dong, Quy Nhon Tay wards and Nhon Chau commune.
An Nhon town still has 6 commune-level administrative units, including Binh Dinh, An Nhon, An Nhon Dong, An Nhon Nam, An Nhon Bac wards and An Nhon Tay commune.
Hoai Nhon town has 7 wards, Hoai Nhon 1, Hoai Nhon 2, Hoai Nhon 3, Hoai Nhon 4, Hoai Nhon 5, Hoai Nhon 6, Hoai Nhon 7.
Phu Cat district has 7 communes, Phu Cat 1, Phu Cat 2, Phu Cat 3, Phu Cat 4, Phu Cat 5, Phu Cat 6, Phu Cat 7.
Phu My district has 7 communes, Phu My 1, Phu My 2, Phu My 3, Phu My 4, Phu My 5, Phu My 6 and Phu My 7.
Tuy Phuoc district still has 4 communes: Tuy Phuoc 1, Tuy Phuoc 2, Tuy Phuoc 3, Tuy Phuoc 4.
Tay Son district still has 5 communes: Tay Son, Tay Son 1, Tay Son 2, Tay Son 3, Tay Son 4.
Hoai An district still has 5 communes: Hoai An 1, Hoai An 2, Hoai An 3, Hoai An 4, Hoai An 5.
Van Canh district still has 3 communes: Van Canh 1, Van Canh 2 and Canh Lien.
Vinh Thanh district still has 4 communes: Vinh Thanh 1, Vinh Thanh 2, Vinh Thanh 3, Vinh Thanh 4.
An Lao district still has 4 communes: An Hoa, An Lao, An Vinh and An Toan.
The Director of the Department of Home Affairs of Binh Dinh province shared that the desire to keep the name of Binh Dinh for a ward is partly due to historical factors - this place has Binh Dinh citadel, the land of two dynasties. In particular, the locality also wants to preserve some memories of Binh Dinh.
5,000 people at the commune level will be rearranged
According to the Director of the Department of Home Affairs of Binh Dinh province, along with streamlining administrative units, Binh Dinh province will also rearrange the team of cadres, civil servants, and part-time workers at the commune level. It is expected that about 5,000 people will be reallocated.
Of these, about 1,900 part-time workers will complete their mission. 100% of existing district-level staff will be transferred to the commune level. Notably, about 900 people have expressed their retirement wishes after the arrangement.
According to Resolution No. 60-NQ/TW dated April 12, 2025 of the Party Central Committee, it is expected to merge Gia Lai and Binh Dinh provinces, named Gia Lai province, the political and administrative center located in Binh Dinh province.
