Urgently consolidate the organization after arrangement
Implementing Directive No. 21/CT-TTg dated May 20, 2026 of the Prime Minister on arranging villages and residential groups and arranging, using, regimes, and policies for non-specialized personnel at the commune level, in villages and residential groups, many localities of Hung Yen province have completed the arrangement project on schedule before June 30, 2026.
In Hong Vu commune, on the afternoon of June 29, the locality announced the Resolution on establishing new villages after arrangement according to the policy of competent authorities; at the same time, announced and awarded decisions to establish new village Party cells, decisions to appoint the Party Committee, Secretary, Deputy Secretary of the Party Cell for the term 2025-2030 and decisions to appoint temporary Village Heads for newly established villages.
The synchronous completion of titles immediately after arrangement helps the grassroots apparatus quickly go into operation, ensuring the comprehensive leadership of the Party, and at the same time creating conditions for management and administration in villages not to be interrupted.
Trieu Viet Vuong commune is also one of the localities that very early implemented the work of consolidating organization after arrangement. According to the approved plan, the commune implemented the arrangement of 10 villages into 5 new villages, thereby reducing the total number of villages from 20 to 15.
Immediately after completing the arrangement, the Executive Committee of the Commune Party Committee and the Standing Committee of the Party Committee announced the decision to establish 5 new village Party cells; appointed Party Committees, Secretaries, Deputy Secretaries of Party cells for the term 2025-2030; announced the decision to establish 5 new villages and appointed Village Heads.
At the same time, the Vietnam Fatherland Front Committee of the commune awarded decisions to establish 5 Fatherland Front Working Committees in new villages and recognized the titles of the Fatherland Front Working Committees. Thanks to this, the entire political system in new villages was consolidated synchronously and could start performing tasks immediately after establishment. This is also one of the first localities in the province to complete the consolidation of titles in villages after arrangement.
Improving the quality of grassroots cadres
According to Mr. Pham Xuan Thang - Secretary of the Party Committee of Trieu Viet Vuong commune, the early completion of the work of arranging and reorganizing the village and consolidating the contingent of officials is of great significance in building a streamlined political system, operating effectively, efficiently and efficiently.
Mr. Pham Xuan Thang said that the team of officials selected for the new apparatus has relatively uniform qualifications, better information technology application capacity, meeting the requirements of innovation in management and administration at the grassroots level. This will contribute to improving professionalism, spirit of responsibility as well as the quality of work resolution, better meeting the requirements of serving the people.
The consolidation of the organization after arrangement also closely follows the policy of the Standing Committee of the Hung Yen Provincial Party Committee in Conclusion No. 380-KL/TU dated June 15, 2026. Accordingly, the province pilots the term of office of the village and residential group party cells for 5 years, in accordance with the term of office of the directly superior Party Committee in the period 2025-2030.
Hung Yen province also agreed to arrange three positions of non-specialized personnel in each village and residential group, including Secretary of the Party Cell, Village Head (or Neighborhood Group Head) and Head of the Fatherland Front Work Committee. At the same time, it is encouraged to implement concurrent positions to streamline the apparatus, in which it is encouraged to arrange Village Head or Neighborhood Group Head, Head of the Fatherland Front Work Committee and Deputy Secretary of the Party Cell if they fully meet the standards and conditions according to regulations.
For surplus cases after arrangement, the Standing Committee of the Provincial Party Committee assigns commune and ward Party committees to review, arrange, and use appropriately and ensure the full implementation of regimes and policies according to regulations.
The reality of implementation in localities shows that arranging villages and residential groups is not only reducing administrative focal points but also a process of reorganizing the governance space at the grassroots level in a scientific and modern direction.
When the apparatus is synchronously consolidated, the team of cadres is selected according to higher standards and the political organization in the village is operated uniformly, the efficiency of state management as well as the quality of service to the people are expected to continue to be improved in the coming time.
