On December 27, the Management Board of Da Nang High-Tech Park and Industrial Parks (DSEZA) just responded to information related to the progress of the Hoa Cam Industrial Park Infrastructure Construction and Business Investment Project - Phase 2.
According to DSEZA, this project has been approved for investment policy by the Prime Minister since March 2022 with an area of more than 120ha, operating term of 50 years. However, the process of organizing investor selection continuously faces difficulties due to changes in legal regulations. Specifically, waiting for the 2023 Bidding Law (effective from January 1, 2024) and the 2024 Land Law (effective from August 2024).
In the process of collecting opinions from sectors on bidding documents at the beginning of 2025, Da Nang City Police proposed to allocate an additional 2ha of land right within the industrial park boundary. This area is to serve the task of ensuring security and order, fire prevention and fighting, and rescue and relief in the area.
The addition of 2ha of security land leads to the area of industrial land that can be leased being reduced from 65.79ha to 63.79ha (reaching a rate of 53%). According to DSEZA, this change distorts the land use structure compared to the preliminary requirements for capacity and experience issued earlier, so functional agencies must recalculate the bidding plan.
According to submission No. 16.3.2025 of Da Nang City People's Committee, Hoa Cam Industrial Park - phase 2 is identified as location No. 9 in Da Nang Free Trade Zone.
It is expected to build a modern Logistics center, including: high-value goods distribution area, export support warehouse system, customs area... associated with Da Nang International Airport. Therefore, the project must adjust the zoning plan or 1/500 detailed plan to ensure connectivity and operational efficiency.
DSEZA has reported and proposed to Da Nang City People's Committee to agree to cancel the old bidding round. At the same time, this unit will preside over calling for the public announcement of investors interested in studying and preparing procedures to adjust and approve the investment policy of the project. Currently, Da Nang City People's Committee is assigning DSEZA to study and report on proposing implementation directions suitable to the city's new general planning orientation.
DSEZA informed that immediately after receiving official opinions from the City People's Committee and the zoning plan (or detailed plan) being approved, the unit will accelerate the progress. It is expected that the selection of investors for this key project will be completed within 6 months from the time the legal procedures for planning are cleared.
