The Yen River embankment project, one of the city's four key projects, is facing difficulties in implementing construction. Talking to Lao Dong Newspaper, Mr. Nguyen Thuc Dung said that the main cause of this situation does not only come from the delay in site clearance but also from many other complicated factors.
Mr. Dung said that site clearance is difficult because 6 documents have not been resolved, leading to delays in the implementation progress. This area has many problems with land legality, including the determination of owners, transfer of land use rights, and many cases of inaccurate "examination of ownership". Determining land ownership rights is difficult due to complicated legal documents with long-standing roots and many changes in ownership. This causes difficulties in negotiating, compensating and relocating households in the embankment project area.
In addition, the process of enforcing site clearance also takes a lot of time due to compliance with legal regulations, including notification, dialogue, and persuasion of people's consent. In case people do not cooperate, enforcement requires a decision from a competent authority and must be implemented in accordance with the process, cannot be carried out quickly. Mr. Dung affirmed that the Land Clearance Board has made every effort to speed up the progress, however, due to the complex nature of the problem, it is inevitable that the delay will be inevitable.
Besides legal problems, Mr. Dung also mentioned a number of other difficulties in the process of embankment construction. In which, the transportation of construction materials into the construction site encountered obstacles because the road to the construction site is a unique road, making it difficult to move the vehicles. Mr. Dung also said that completely blaming the issue of site clearance is not right, but need to recognize overall and objective factors affecting the project progress.
Mr. Dung affirmed that despite many difficulties, the Land Clearance Board is continuing to make efforts to complete legal procedures, coordinating with relevant parties to speed up the land clearance progress, creating favorable conditions for the construction of the Yen River embankment project. However, he also said that there needs to be close coordination between authorities, contractors and people to overcome current difficulties and ensure the project is completed on schedule.
Previously, in May, the Management Board of Investment and Construction Projects for Traffic and Agricultural Works of Da Nang also informed about many key projects using public investment capital in Da Nang that are facing the risk of stagnation due to the shortage of construction sand and sudden increases in commercial concrete prices. At least 4 key projects have been directly affected, including: upgrading Bien Bridge; wastewater collection system in Hoa Xuan, Cam Le areas; Yen River embankment and Cu De embankment.
