The embankment project to prevent landslides on the Lo River through Ruoc Market, An Khang Commune, Tuyen Quang City was severely damaged after the flood in mid-September 2024. The project has not yet been handed over and is in the final stage.
According to the reporter's records on September 24, many damaged areas appeared on the 200m long embankment. Subsidence and cracking occurred in many locations on the embankment surface, roof and toe, despite being reinforced with rubble and reinforced concrete.
A local resident said that in 2021 and 2022, this embankment suffered a serious landslide that swallowed up people's farmland. The anti-erosion project was also built just over a year ago.
"For the past 2 months, we have not seen any machinery or construction workers. Looking at it, we can see that the project is almost finished. This year, the Lo River floods high, the embankment was newly built but it is already damaged like this, so we are worried," this person said.
According to research, the anti-erosion embankment project to protect the An Khang dike on the right bank of the Lo River has a total investment of more than 80 billion VND under the Project to urgently handle landslides on rivers and streams in some northern mountainous provinces of the Ministry of Agriculture and Rural Development.
The project was implemented from March 2023 by Enterprise 9 - Branch of Corporation 319, Ministry of National Defense. The Project Management Board for Investment in Construction of Agricultural Works and Rural Development of Tuyen Quang Province is the investor.
The Lo River dike through An Khang commune is one of the important locations. The population density inside the dike is high, so the serious damage to the anti-erosion embankment after just one flood has made many people worry about the quality and long-term safety of the project in the face of complex developments of natural disasters.
Regarding the incident, the representative of the construction contractor informed the reporter that the project is currently under construction. The cause is due to floods, the unit has grasped the incident and will proceed with repairs.
On September 25, speaking with reporters, Mr. Le Hai Hung - Director of the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development of Tuyen Quang Province said that the embankment project to prevent landslides on the Lo River has not yet been accepted and handed over.
"The project has recently been flooded, so it has cracked and sagged a bit. It has been inspected and requires repairs," said Mr. Hung.
