According to Thanh Hoa Department of Agriculture and Rural Development, after the above incident, the Chairman of the Provincial People's Committee issued an official dispatch assigning the department to preside and coordinate with functional agencies to inspect and verify the incident.

The People's Committee of Ha Trung town said that the location where discolored water began to appear was at the sewer responsible for draining the residential area of Ha Trung town, Thanh Hoa Tobacco Factory and Lam Son Packaging Joint Stock Company. (in sub-area 3 and Thuong Quy sub-area, Ha Trung town).
Based on the inspection results and consultation with people and related sectors, Thanh Hoa Department of Agriculture and Rural Development proposed to the Chairman of Thanh Hoa Provincial People's Committee to assign Thanh Hoa Department of Natural Resources and Environment to preside and coordinate with local authorities. Methods of inspecting and controlling waste sources and pollution sources of production and business establishments in Ha Trung town and Yen Son commune, in order to determine and clarify the cause of abnormal discoloration of canal 19.5 water.
Thanh Hoa Department of Natural Resources and Environment requested Thanh Hoa Department of Agriculture and Rural Development to report to the Chairman of the Provincial People's Committee to assign Thanh Hoa Provincial Police and Ha Trung District Police to promptly implement professional measures to detect and prevent illegal acts.
