On September 1, the leader of the Quang Tri Provincial People's Committee confirmed that the Quang Tri Provincial People's Committee had issued a document agreeing with the proposal of the units on extending the implementation period of the Ba Ho - Ban Chua Irrigation System project (abbreviated as Ba Ho - Ban Chua project) until June 30, 2025.
The People's Committee of Quang Tri province assigned the Quang Tri Provincial Construction Investment Project Management Board (the project implementation unit) to complete the dossier to adjust the project feasibility study report as the current status, to submit to the Department of Agriculture and Rural Development to preside over, coordinate with the Provincial Department of Transport, the Provincial Department of Industry and Trade to appraise, report to the Provincial People's Committee for consideration and decision to ensure compliance with legal regulations.
In addition, the People's Committee of Quang Tri province assigned the Department of Planning and Investment to preside over and coordinate with the Provincial Construction Investment Project Management Board and related units to review, report, propose, and advise the People's Committee of Quang Tri province to report to the Provincial People's Council to agree on the policy of allocating capital to continue implementing unfinished works in the Ba Ho - Ban Chua project .
Previously, the Department of Construction of Quang Tri province reported on handling violations of construction laws and reviewing organizations and individuals related to violations in the above project.
Regarding the Ba Ho - Ban Chua project, from mid-2021 to 2024, Lao Dong Newspaper published a series of articles reflecting violations in many items of this Ba Ho - Ban Chua project .
The Ba Ho - Ban Chua project has a total investment of more than 262 billion VND, implemented in Cam Lo district from 2018-2021 with many items such as pumping stations, lakes and intra-field canal systems, dams, etc. By June 2024, the project had disbursed more than 250 billion VND. However, the total value of the project's implemented volume is more than 253 billion VND, of which the value of the volume implemented up to December 31, 2021 has been accepted and paid is more than 250 billion VND; the value of the volume implemented after December 31, 2021 that has not been accepted is more than 3 billion VND.
Although the project construction period has ended, only half of the works and items have been completed and handed over to the management unit. Among the completed works put into use, works such as Dau Binh 1 pumping station (Cam Tuyen commune), Quat Xa 2 pumping station (Cam Thanh commune) ... have not promoted investment efficiency and usage efficiency, causing serious consequences.
Some unfinished construction works and items , although not yet in use, have been degraded , damaged, cracked, and have had equipment stolen, causing waste of state budget funds that have been paid. Some construction works and items have not ensured progress and have been accepted and paid late, resulting in the Central Government having to recover more than 11 billion VND of central budget capital.
Faced with serious waste in the above-mentioned project, the People's Committee of Quang Tri province assigned the Department of Planning and Investment of Quang Tri province to establish an interdisciplinary team to inspect the project on site. During the inspection, the team discovered many shortcomings and limitations that were difficult to overcome.
