According to the Ministry of Home Affairs, in March 2026, this agency will continue to guide and coordinate with ministries, branches, and localities to advise competent authorities to remove difficulties and obstacles in the process of operating the 2-level local government model.
In which, the Ministry of Home Affairs will advise competent authorities to direct ministries, ministerial-level agencies, agencies under the Government and localities to continue to review and improve the functions, tasks, powers and working relationships between agencies and units.
This review is associated with the requirement to arrange and consolidate the organizational structure of administrative agencies and public non-business units in the direction of streamlining, operating effectively and efficiently, reducing intermediate levels, in accordance with the guiding viewpoints of the Politburo and the Central Steering Committee.
Notably, according to the Ministry of Home Affairs, the process of arranging and consolidating the organizational structure will be associated with streamlining staff, restructuring and improving the quality of the contingent of cadres, civil servants, and public employees to meet the requirements of tasks in the new situation.
Reality in the locality shows that before that, many places had proactively implemented these contents. From July 1, 2025, Can Tho City has urgently consolidated personnel, arranging enough key positions at both city and commune levels.
In parallel with the consolidation of the organization, the work of streamlining staff has also been strongly implemented by localities. In the period 2015-2021, Can Tho City (old) streamlined 3,804 staff; in the period 2022-2025, it continued to reduce by another 2,131 staff.
Accumulated to 2025, 3 localities in Can Tho City have reduced a total of 4,002 staff positions, including 158 civil servants and 3,844 public employees receiving salaries from the state budget.

Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment (Ministry of Labor, Invalids and Social Affairs, now the Ministry of Home Affairs), said that in the current period, when the labor market is expected to receive more labor force in the streamlining area, it is necessary to take advantage of the channel of job creation through job exchanges.

At this time, we can take advantage of job exchanges to support streamlined workers through specialized and specific sessions" - Mr. Le Quang Trung said.
Along with arranging the apparatus and streamlining staff, localities also focus on supporting workers to find jobs.
In Can Tho, Ms. Nguyen Thi Kim Chung - Deputy Director of the Can Tho City Employment Service Center, said that the unit has diversified job connection channels from direct to online.
Especially in the first months of 2026, the Center promotes the organization of mobile job transaction sessions. Instead of waiting for workers to come to the center, the unit proactively brings recruitment information to the grassroots level.
In the context of digital transformation, the Can Tho City Employment Service Center also promotes the application of technology in consulting, job introduction and supporting businesses in recruiting, especially for workers in remote and isolated areas.

In particular, the e-Portal vieclamcantho. vn has been optimized with a 4-step closed process including: Creating an account, entering job search information, online connection and contacting for introduction.
The online job transaction system also integrates online interview rooms, helping workers in remote areas or those facing travel difficulties can still have direct interviews with employers, saving time and travel costs" - Ms. Chung emphasized.
