Leaders of Nghe An province recently inspected the site and urged the progress of site clearance for the Vinh - Thanh Thuy expressway project, the section passing through Kim Bang commune. This is the final section of the project, bordering Laos in the Thanh Thuy border gate area. The total length of the route passing through the commune is more than 22km, with an affected land area of nearly 435ha.
The area to be cleared includes residential land, production land, protection forest land and some technical infrastructure works such as irrigation, electricity, telecommunications, and cemeteries. The total number of affected households is 272 households, with more than 238ha of residential land, production land and some production and business establishments. The project also needs to arrange 2 resettlement areas with a total area of about 10ha.
Up to now, Kim Bang commune has completed the work of extracting, measuring and approving 7/7 map sheets; basically completed the ownership of affected households, only 2 cases have not been signed for confirmation. For agricultural land, phase 1 has approved compensation plans for 45 households with 71 land plots, an area of 2.86ha; more than 6.1 billion VND has been paid. Phase 2 has completed land recovery notices for 101 households, inventoryed more than 111ha and is continuing to complete the remaining production forest land area.
For residential land and adjacent garden land, the locality has inventoried 36/57 households; determined resettlement needs for 40 households, and at the same time selected 2 locations to build resettlement areas.
However, the site clearance process still faces many difficulties. Among them, noteworthy are obstacles at the intersection between the expressway and the Ho Chi Minh road, related to some households and businesses; the area of forestry land to be cleared is large, and procedures for changing forest use purposes and replacement afforestation plans must be carried out.
Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De requested departments, branches, and localities to clearly define progress milestones, clearly define responsibilities, and clearly identify implementers; absolutely not to shirk or evade responsibility. Any content under the authority of which level must be proactively resolved immediately; cases exceeding authority must be reported promptly, not to affect project progress. The Vice Chairman of the Provincial People's Committee assigned departments, branches and the Provincial Traffic Works Project Management Board to coordinate and accompany localities to remove difficulties, complete inventory, count, confirm land origin, and develop compensation plans.
The Vinh - Thanh Thuy expressway project is one of the key transport projects of Nghe An province, with strategic significance in connecting the province center with the Mekong Delta region and international border gates. The 65km long expressway, with a total capital of about 24,000 billion VND, connects Nghe An with Thanh Thuy border gate and Laos, started on May 18, 2026, and is expected to be completed in 2029. The project is not only of transportation significance, but also creates momentum for the development of industry, trade, services, logistics, tourism and border gate economy.
