Not only counting the damage, Dak Lak has had the first activities to build houses to help people right after the flood receded. On the afternoon of November 26, the Ministry of Public Security coordinated with the Dak Lak Provincial People's Committee to organize a groundbreaking ceremony for housing construction for households in Xuan Lanh commune. Attending the ceremony were Major General Nguyen Hong Nguyen - Deputy Chief of Office, Deputy Head of the Standing Committee of the Civil Defense Command of the Ministry of Public Security, and leaders of a number of professional departments.
Regarding the number of houses built for people, the authorities are reviewing and making detailed statistics. Because after storm No. 13 and floods in mid-November, many people in the area were affected. Thereby, no difficult cases that need support are left out.
This time, 16 houses will be built for households, each house worth 110 million VND. Of which, the Ministry of Public Security supported 50 million VND, the Dak Lak Provincial People's Committee supported 60 million VND.
The Provincial People's Committee is also actively counting the damage and developing a plan to support the reconstruction of houses for people, ensuring that before Tet, all affected people have houses.
Absolutely do not let policy profiteering happen
In Tay Nha Trang ward (Khanh Hoa), local officials brought books, phones, cameras, and wandered through each mud field to review the list of damage. There are cases where people's houses are severely damaged, but because they have been evacuated to relatives' houses, the initial figures have not been recorded; there are also people who are afraid of reporting, afraid of "disturbing the government".
The Chairman of Khanh Hoa Provincial People's Committee requested the locality to urgently re-number the entire statistics, and at the same time conduct surprise inspections and verification in some areas to ensure the accuracy of the report. The province also encourages people to monitor and report any errors, avoiding the situation of taking advantage of flood support policies - something that the provincial leaders emphasized as "absolutely not allowed to happen".
Not only the government intervened. In many villages, people have made a list of each affected household and compared it with local officials.

"Seeing our own names, seeing our neighbors on the list, everyone is assured. If there are mistakes, we will give our comments immediately. This is a state-supported asset, it must be transparent" - Mr. Le Van Tinh - a resident of Phuoc Long ward - said.
Meanwhile, in Gia Lai, speaking with Lao Dong reporter, Mr. Le Hong Ha - Head of the Gia Lai Provincial Market Management Department - said that immediately after the water receded, the unit directed market management teams to strengthen inspection and control of construction material production and trading activities.

After the flood, establishments are not allowed to take advantage of the situation to speculate, hoard goods, sell counterfeit goods, poor quality goods or push up prices abnormally.
Mr. Ha added that at this time, many consumer goods and construction materials serving the recovery of natural disaster consequences have strong demand such as: Food, food, drinking water, gasoline, medicine, medical supplies, roofing, cement, bricks, steel, sand, stone, soil, etc.
The Market Management Department continues to closely monitor supply and demand developments, inspect the implementation of price listing and selling at the right price at stores, traditional markets, supermarkets, distributors and construction materials businesses, ensure a stable market and provide maximum support for people to stabilize their lives after natural disasters.
Worrying about reconstruction, proactively responding to natural disasters
Within 5 days, the Government and the Prime Minister issued 2 Official Dispatches and 1 Resolution related to housing recovery after floods. Official Dispatch 232/CD-TTg dated November 27 requires localities to review and specifically report the number of households that need to build new houses, the number of households that need to repair, the total cost, the local self-balancing part and the part needed by the Central Government. The Ministry of Finance shall preside over the proposal to use the central budget and mobilize support from provinces with budget regulation. The Ministry of National Defense and the Ministry of Public Security direct local forces to directly participate in repairing and rebuilding houses for people.
The goal is to complete the repair and reconstruction of safe houses for people before the Lunar New Year 2026.
On November 27, the People's Committee of Gia Lai province announced an emergency situation regarding natural disasters caused by storms and floods in 77 communes and wards in the province. As of the afternoon of November 26, the whole province of Gia Lai recorded 5 deaths and 11 injuries due to storms and floods; more than 100,000 houses were damaged or flooded; 560 boats were damaged; more than 540ha of aquaculture area and 254 cages were completely damaged. Thousands of hectares of rice and crops were damaged; many livestock and poultry were swept away... The total estimated damage is more than 11,600 billion VND.
Faced with the dangerous developments, the province has identified the top priority task of protecting people's lives; mobilizing maximum forces, means and resources for rescue, relief and support to overcome the consequences.
The Provincial People's Committee assigned the Provincial Military Command, Border Guard and Provincial Police to play a core role in mobilizing forces and means to urgently evacuate people from dangerous areas; be ready to deploy rescue when situations arise; coordinate to support people in handling the environment, preventing and fighting epidemics after storms and floods.
The Vietnam Fatherland Front Committee and organizations are responsible for mobilizing people to support each other, while supervising the allocation and use of support sources to ensure publicity and transparency.
Departments, branches and localities focus all resources, proactively coordinate closely to quickly overcome the damage, soon stabilize people's lives and production after natural disasters.
