On the morning of July 8, at the 2nd Session, Khanh Hoa Provincial People's Council, term VIII, 2026 - 2031.
At the meeting, Khanh Hoa Provincial People's Committee submitted to the Provincial People's Council for consideration and promulgation a resolution approving the Project on School Milk for preschool children who are ethnic minorities, children in mountainous areas and children in particularly difficult areas in the area in the period 2026 - 2030.
According to Vice Chairman of Khanh Hoa Provincial People's Committee Nguyen Thanh Ha, the development and promulgation of the project is necessary to expand the scope and beneficiaries, ensuring fairness and humanity. At the same time, it contributes to the implementation of the National Strategy on Nutrition, the sustainable poverty reduction program, preschool education development and improving the quality of human resources of the province in the coming time.
The implementation phase is from 2026 to 2030 according to each school year, starting from the 2026 - 2027 school year.
According to the submission, 100% of preschool children at educational institutions in Khanh Son, Dong Khanh Son, Tay Khanh Son, Khanh Vinh, Bac Khanh Vinh, Tay Khanh Vinh, Nam Khanh Vinh and Trung Khanh Vinh communes will continue to enjoy policies according to Resolution No. 130/NQ-HDND previously.
The project also expands the target group to 100% of preschool children studying at educational institutions in communes in ethnic minority and mountainous areas, particularly difficult communes, ethnic minority and mountainous villages in communes in areas I, II, III according to the list approved by the Khanh Hoa Provincial People's Committee.
For particularly difficult communes, all preschool children will benefit from the policy.
In communes with only 1 to 2 particularly difficult villages, the beneficiaries are children living and studying in particularly difficult villages and mountainous villages.
For kindergartens in communes in areas I, II, III with over 50% of children being ethnic minorities, all students of the school are entitled to the policy.
According to the project, the provincial budget will support 75% of the funding, and the milk supplier will support 25% of the winning milk price. Thanks to that, children eligible for benefits can drink milk completely free of charge, and parents do not have to contribute.
The total estimated cost of implementing the project in the period 2026 - 2030 is more than 137.51 billion VND. Of which, the provincial budget supports more than 103.13 billion VND, equivalent to 75% of the total cost; milk suppliers support more than 34.37 billion VND, accounting for 25%.
