Mr. Nguyen Thanh Ha - Vice Chairman of Khanh Hoa Provincial People's Committee has just issued a document to implement Resolution No. 66.22/2026/NQ-CP of the Government on developing digital citizens in the area.
According to the plan, the locality requests departments, agencies, branches, communes, wards, and special zones to organize dissemination and propaganda so that officials, civil servants, public employees, workers and people clearly understand their rights and responsibilities when participating in digital services.
One of the key tasks is to review the current regulations of the province to ensure synchronization with the Central Government's policies.
In which, review Resolution No. 13/2025/NQ-HĐND dated December 18, 2025 on the collection level of 0 VND for some types of fees and charges under the authority of the Provincial People's Council when carrying out online administrative procedures.
Functional agencies are also assigned to design and restructure the process of providing digital services and online public services, ensuring that people have convenient and equal access.
The province's administrative procedure information system will be updated and configured to implement the collection of fees and charges according to new regulations.
Notably, Khanh Hoa will coordinate to integrate and update many types of documents and information on the VNeID application such as birth certificates, marriage registration certificates, criminal record information, electronic health records, diplomas, certificates and certificates of land use rights, ownership of assets attached to land.
The province also sets requirements to upgrade information technology infrastructure, ensuring connection and data sharing between the Information System for resolving administrative procedures and the electronic identification and authentication system, the national population database and specialized databases.
To make it easier for people to access digital utilities, Khanh Hoa will mobilize forces, in which the core is the Community Digital Technology Team, to implement the plan "going through every alley, knocking on every door".
This force will directly propagate and guide people to activate electronic identification accounts, integrate essential documents on VNeID, carry out administrative procedures and use utilities in the digital environment.
Elderly people, people with limited digital skills, people with disabilities, ethnic minorities and people in mountainous areas are identified as groups that need to be focused on supporting.
The Provincial Police are assigned to be the focal point for monitoring, urging, and inspecting the implementation; summarizing reports and advising the Provincial People's Committee to handle issues arising beyond the authority of departments and branches.
