On the afternoon of November 3, the People's Committee of Khanh Hoa province issued an urgent notice on proactively responding to storm Kalmaegi - a strong storm moving rapidly towards the East Sea.
The province requires forces, units and localities to urgently deploy measures to ensure safety for people, boats and coastal works.

According to the announcement, the Khanh Hoa Provincial Military Command is assigned to closely monitor warnings, forecasts and developments of the storm; count and grasp the number of ships operating at sea, and guide vehicles to move to safe shelters.
The locality urgently calls on all vessels still operating at sea to quickly return to shore or seek safe shelter, to be completed before 10:00 on November 5, 2025.
At the same time, advise the Provincial People's Committee to consider deciding to limit or ban ships from going to sea no later than 12:00 on November 6, and may prohibit people and tourists from swimming in the sea when the weather conditions are dangerous.
The People's Committees of communes, wards and special areas are required to review and be ready to deploy response plans to strong storms, heavy rains, flash floods, landslides, ensuring safety for people, vehicles and property in coastal areas, islands, aquaculture areas, tourist areas and key works.
The Department of Agriculture and Environment is assigned to direct localities to proactively take measures to reduce damage to agricultural production, instruct reservoir management units to urgently operate to regulate and discharge floodwater appropriately to ensure water storage for production, safety of works and flood prevention in downstream areas.
At the same time, the Department must inspect all reservoirs in the area, especially reservoirs managed by businesses and individuals, to promptly fix the problem and ensure safety during the rainy and flood season.
Khanh Hoa and Ninh Thuan irrigation companies are required to proactively regulate large lakes such as Hoa Son, Da Ban, Suoi Dau, Ta Luc, Cam Ranh, Song Cai, Tan Giang, Tra Co..., prioritize flood prevention capacity for downstream, monitor river water levels and high tides to minimize flooding, especially regulate flow during the day and gradually reduce at night to ensure safety.
Closely monitor the development of storm Kalmaegi
According to the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 3, the center of storm Kalmaegi was at about 10.7 degrees North latitude; 129 degrees East longitude, in the sea east of the central Philippines. The strongest wind near the storm center is level 11 (89 - 102 km/h), gusting to level 15.
It is forecasted that in the next 24 hours, the storm will move westward at a speed of about 20 km/h and is likely to strengthen, by 7:00 a.m. on November 4, the storm will reach level 12, gusting to level 15.
In the next 48 hours, the storm will enter the East Sea and become the 13th storm of 2025, possibly at level 13, gusting to level 15.
From November 4, the sea area east of the central East Sea will have strong winds of level 6 - 7, gradually increasing to level 8 - 9, the area near the storm center will have strong winds of level 10 - 12, gusts of level 14 - 15, waves 5-7 m high, and the sea will be very rough.
