The Ministry of Construction has just issued Document No. 12558/BXD-CDBVN dated October 31 to the People's Committee of Khanh Hoa province on resolving the petition of the People's Committee of Khanh Hoa province regarding the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project Phase 1.
Previously, on October 13, 2025, the Ministry of Construction received a petition from the People's Committee of Khanh Hoa province, which was as follows:
"Recommend the Ministry of Construction to take the lead in developing a comprehensive plan for the traffic management supervision system for the entire Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project (phase 1), ensuring synchronization with the regional expressway network and the national traffic management system to ensure connectivity, efficiency, and cost savings".
Regarding the above proposal, the Ministry of Construction has the following opinion:
The Khanh Hoa - Buon Ma Thuot expressway construction investment project, phase 1 (project) was approved by the 15th National Assembly in Resolution No. 58/2022/QH15 dated June 16, 2022, the Government issued Resolution No. 89/NQ-CP dated July 25, 2022 to implement the National Assembly Resolution.
The project is divided into 3 component projects and the People's Committees of Khanh Hoa, Dak Lak provinces and the Ministry of Construction (formerly the Ministry of Transport) are the managing agencies, implemented in the form of public investment.
To improve efficiency, ensure traffic safety in operation and exploitation after completing the Project and unify synchronous connection with the expressway network in the area, the national traffic management monitoring system complies with the Resolution of the National Assembly, the Ministry of Construction has issued documents requesting the governing agencies and investors of component projects under the Project to deploy investment procedures to build a traffic management monitoring system to complete synchronously.
The Ministry of Construction assigned the Railway Project Management Board (investor of Component Project 2) to preside over and guide investors of Component Projects 1 and 3 to unify the implementation of investment in building a traffic management monitoring system to ensure synchronization in scale and technology of the entire Project. Currently, investors of component projects have reviewed items in component projects to clarify the remaining funds in the total starting price and determine the preliminary investment plan, cost, and balance capital sources to report to the competent authority to invest in the traffic management supervision system (including ITS, ETC and KTTTX) according to regulations.
