On July 15, the Department of Agriculture and Environment of Khanh Hoa province provided press information on the roadmap to remove difficulties and obstacles to issue new licenses and definitively resolve procedures for mineral mines and construction materials (land, sand) serving infrastructure projects.
Mr. Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment of Khanh Hoa province said about the handling direction for mineral mines licensed for exploration and reserve approval but not yet licensed for exploitation.
The reason is that the projects have not been updated into the Integrated Mineral Exploration, Exploitation and Use Plan in the Khanh Hoa Provincial Plan for the period 2021-2030, vision to 2050.
Accordingly, the Department has reviewed and proposed to update all areas that have been licensed for exploitation, as well as areas that have been licensed for exploration and reserve approval into the Integrated Geological and Mineral Management Plan in the adjusted Provincial Plan.
This will be the basis for resolving the issuance of mining licenses for mines that have completed exploration and reserve approval, contributing to meeting the demand for construction materials to serve projects in the province in the coming time.
After the revised Provincial Plan is approved, the Department will guide businesses to complete dossiers, and at the same time advise on resolving the issuance of mining licenses in accordance with regulations.
According to the review results, the obstacles for mines that have been licensed for exploitation are currently mainly related to land lease procedures and investment policy approval procedures.
This is the reason why many mines cannot be exploited or have to temporarily suspend operations due to not being leased land.
At the same time, they encountered difficulties in carrying out procedures to adjust the exploitation license because there was no investment policy at the time of being licensed before.
For cases where land has not been leased due to provincial planning, the Department has proposed to update all areas that have been licensed for exploitation into the Integrated Geological and Mineral Management Plan in the adjusted Provincial Plan.
At the same time, allocate land use targets for mineral activities in mining areas to serve as a basis for resolving land lease procedures.
For mines that have been licensed for exploitation but have not yet had investment policies, the Provincial People's Committee is assigning the Department of Finance to review and study the provisions of the law on investment to report and propose handling directions.
In addition, the Department of Agriculture and Environment has issued a document providing information on projects facing problems related to land lease and investment policies to the Provincial Inspectorate to summarize, report and propose to the Government to consider removing them according to Conclusion No. 182/KL/TW.
