Khanh Hoa province has reported on administrative reform work in the first 6 months of 2025.
Accordingly, the whole province has completed 17/62 tasks according to the CCHC plan; 17/17 tasks assigned by the Government and the Prime Minister were completed on time. The remaining tasks are being implemented on schedule.
The province has synchronously implemented the project to reorganize commune-level administrative units and the project to merge Khanh Hoa province with Ninh Thuan province in accordance with the policies and progress of the Politburo and the Secretariat.
The Provincial Party Standing Committee established steering committees for new communes and wards; organized the trial operation of the apparatus of Party agencies, authorities, the Fatherland Front and mass organizations at the new commune level. The Provincial People's Committee also established 8 working groups to supervise and guide new administrative units to operate.
Along with that, the province has stepped up the arrangement of the administrative apparatus and public service units. Specifically, Khanh Hoa has reduced the number of provincial-level specialized agencies from 21 to 14; reduced from 125 specialized departments and branches to 90 units; reduced 8 public service units, from 572 to 564. District-level People's Committees also cut 24 specialized agencies, reaching a rate of 24.24%.
Notably, Khanh Hoa has put into operation the Tourist Support Information Operations Center and the Provincial Smart Monitoring and Operations Center. The KPI toolkit (measuring work efficiency) is applied synchronously throughout the provincial political system from April 1.
In law-making work, the province has issued 81 legal documents, promptly institutionalizing the policies of the Central and local governments. At the same time, organize a dialogue conference with more than 200 enterprises and investors; issue 88 decisions to announce the list of administrative procedures (AP) and 14 decisions approving 249 procedures for handling AP.
The province has also completed reviewing and handling 100% of incorrect data between the electronic civil status database and the national population database. The whole province has digitized the dossier, the results of handling administrative procedures reached 84.21%. The rate of settlement and timely return of results reached 98.62%.
Up to now, Khanh Hoa has received nearly 72,000 online records, reaching a rate of 83.72% of the total number of records generated online. Along with that, there were nearly 74,000 online payment transactions with a total amount of more than 111 billion VND.
The document management and operation system (E- Office) is deployed synchronously from the provincial to the commune level. 100% of health facilities medical examined and treated with health insurance using chip-embedded citizen identification cards; all educational institutions and medical examination and treatment facilities make non-cash payments.
