Administrative reform and digital transformation have made much progress; the quality of education, health care, and social security has been improved; national defense and security have been maintained; foreign affairs and international integration have achieved many positive results.
The Congress identified the motto: socio-economic development associated with environmental protection as the center; Party building as the key; developing culture and people as the foundation, the endogenous driving force; national defense - security, and foreign affairs as the core and regular.
The general goal by 2030 is to make Khanh Hoa a centrally-governed city; an international service and marine tourism center; a national and regional data center; achieving an average GRDP growth rate of 11 - 12%/year; GRDP per capita is among the 10 highest provinces and cities in the country; digital economy accounts for 35% of GRDP.
The urban system develops in a modern, smart, and sustainable direction; synchronous infrastructure; people's material and spiritual life is improved; the ecological environment is protected. National defense, security and sovereignty of the sea and islands, especially in Truong Sa, are firmly guaranteed.
6 major groups of solutions to promote Khanh Hoa's development
The Congress proposed 6 major groups of solutions, focusing on: Completing mechanisms and policies to promote rapid and sustainable development.
Promote economic restructuring, taking science - technology, innovation, digital transformation as the main driving force. Developing culture and people becomes the foundation of development.
Management and effective use of resources, environmental protection, and climate change adaptation. Strengthening national defense - security, and foreign affairs. Building a clean and strong Party Committee and political system.
Three breakthroughs were emphasized: perfecting specific mechanisms and policies to unlock resources; developing high-quality human resources, promoting talents; focusing resources on investing in transport infrastructure, digital infrastructure, and industrial park infrastructure.
The Congress called on all cadres, party members and people of Khanh Hoa to promote revolutionary traditions, solidarity, dynamism, creativity, and strive to successfully achieve the goals set out in the Resolution, contributing to the province's rapid and sustainable development, soon becoming a centrally-run city.
