On September 27, Lao Cai province held the inauguration ceremony of the road connecting Provincial Road 163 with Noi Bai - Lao Cai Expressway under the IC 13 intersection project of Noi Bai - Lao Cai Expressway. This is a project to celebrate the 1st Lao Cai Provincial Party Congress, term 2025 - 2030.
The road project connecting Provincial Road 163 with Noi Bai - Lao Cai Expressway was approved by the Chairman of the People's Committee of the old Yen Bai province in 2021, with the No. 1 Construction Investment Project Management Board as the investor.
The project has a total investment of 362.8 billion VND, of which the connecting road project alone is 282.9 billion VND from the central and local budgets.
After 3 adjustments and extensions, the project has been completed and put into use.
The beginning of the route is connected to Axis I of Au Lau Industrial Park, the section connecting to the Noi Bai - Lao Cai expressway underpass, intersecting with Au Lau - Dong An road, with a length of 6.15km. The construction contractor is a joint venture of Yen Bai Traffic Construction Joint Stock Company - No. 9 Construction Investment Joint Stock Company - Son Tung Construction Company Limited.
During the implementation process, the complicated developments of the epidemic and the unstable world situation have greatly affected the price of raw materials used for the project; at some times the supply became scarce.
In addition, unfavorable weather, heavy rain, especially the project having to temporarily stop construction to overcome and repair the damage and losses caused by storm No. 3 in 2024 (storm Yagi) have greatly affected the project's progress.
Speaking at the ceremony, Mr. Tran Huy Tuan - Chairman of Lao Cai Provincial People's Committee - highly appreciated the efforts of departments, branches, contractors, and construction units.
The Chairman of Lao Cai Provincial People's Committee emphasized that the completion of the road connecting Provincial Road 163 with Noi Bai - Lao Cai Expressway will help shorten the time to enter the expressway for communes and wards in the area on the right bank of the Red River.

Gradually perfect the regional transportation system, facilitate the circulation of goods, develop tourism, attract investment, promote socio-economic development, ensure national security and defense of the locality and the region, creating a premise for expanding urban space on the right bank of the Red River.
