On the afternoon of July 31, at the headquarters of the People's Committee of Thien Cam commune, the Department of Home Affairs of Ha Tinh province organized an announcement of the decision and awarded certificates of merit from the Chairman of the People's Committee of Ha Tinh province to 3 citizens who had taken brave actions and promptly participated in the rescue and relief in the ship sinking in the waters of Thien Cam commune on the night of July 19.
3 citizens were honored and awarded certificates of merit, including: Mr. Le Van Linh, Mr. Hoang Tien Mung and Mr. Nguyen Van Khiem (all residing in Song Yen village, Thien Cam commune).
Previously, at around 8:00 p.m. on July 19, in an area near Boc Island, about 0.5 nautical miles from the coast of Thien Cam, a cruise ship encountered a major thunderstorm and was sunk by waves. At the time of the incident, there were 4 crew members and 30 tourists on board.

Receiving information calling for rescue from Thien Cam Border Guard Station, the three citizens mentioned above used a fishing boat to approach the scene of the tourist boat in distress and immediately rescued people. At around 0:30 on July 20, all 34 people on the boat were rescued and brought to shore safely.
Recognizing the spirit of courage and not being afraid of danger to save people in emergency situations, Chairman of Ha Tinh Provincial People's Committee Vo Trong Hai signed a decision to award certificates of merit to these 3 citizens.
