On February 23, Mr. Ngo Hanh Phuc - Vice Chairman of Lao Cai Provincial People's Committee and the working delegation visited, encouraged and presented Certificates of Merit from the Chairman of the Provincial People's Committee to Mr. Ha Ngoc Son (residing in Trung Son village, Bao Ai commune) for his courageous act of rescuing 6 people in the boat capsizing on Thac Ba Lake.
Recognizing Mr. Son's courageous spirit and noble gestures, provincial leaders hope that humanitarian actions will continue to be spread, contributing to building a united community, full of compassion, ready to share in adversity.
On the same day, the working delegation also visited and expressed deep condolences to the families of the victims in the waterway traffic accident that occurred on the evening of February 21st in Lang Can village, Bao Ai commune. The delegation included representatives of the Provincial Vietnam Fatherland Front Committee and the Department of Health.

At the families of the victims in Ngoi Song village, Cam Nhan commune, the Vice Chairman of the Provincial People's Committee sent deep condolences and encouraged relatives to soon overcome the pain of loss and stabilize their lives; and at the same time requested the Party Committee and local authorities to continue to pay attention and provide timely support both materially and spiritually to the affected families.
On behalf of the provincial leaders, Mr. Ngo Hanh Phuc presented 25 million VND from the relief fund of Lao Cai province; the Vietnam Fatherland Front Committee of the province supported 25 million VND for each deceased victim; the Provincial Children's Fund supported 5 million VND for two families with children who were victims in the incident.
Representatives of families expressed their emotion and gratitude for the timely concern and sharing of provincial leaders and departments, branches, and organizations.

Previously, at about 7:15 pm on February 21 (the 5th day of Tet), in the Lang Can village area, Bao Ai commune, two vehicles with registration numbers YB-0876H and YB-0919H collided.
At the above time, passenger ship YB-0876H, driven by Mr. Trieu Duc Noi (born 1995), departed from an unlicensed people's wharf in Cam Nhan commune, carrying 23 people - all brothers and relatives in Ngoi Song village to wish Tet in Yen Binh commune.
Meanwhile, the stone-carrying ship YB-0919H, driven by Nguyen Van Tham (born 1984), was transporting 515 tons of stone in the opposite direction.
The strong collision caused the passenger ship to sink. 6 people went missing and were later confirmed dead. The rest were lucky to be rescued.
