Creating many new opportunities
According to the Department of Environment, Ministry of Agriculture and Environment, Hanoi's report on air pollution shows that pollution from vehicles accounts for over 60%. However, according to the Ministry's assessment, the source of pollution from traffic is about 35%, of which vehicle emissions account for about 12% and traffic dust is 23%. This is the largest source of pollution. Therefore, the green transformation starting from means of transport is in the right direction.
Mr. Hoang Duong Tung - Chairman of the Vietnam Clean Air Network - said that pollution will be difficult to remove if vehicles are not converted. According to Mr. Tung, converting gasoline vehicles to electric vehicles in Hanoi is facing many difficulties, but there are also many opportunities. Hanoi has all the conditions and solutions to realize transformation and take the lead in transformation, especially when having the advantage of the Capital Law. Therefore, Hanoi must take the lead, take the lead to be a model for other localities.
"Dison demonstrating the reality of the policy, propaganda is extremely important for people to understand the problem. Many policies that people do not yet understand and understand are enough to be correct" - this expert commented.
Sharing this view, Associate Professor, Dr. Nguyen Cao Y (University of Transport) also said that converting to green means of transport is a bold and necessary step. Associate Professor Nguyen Cao Y emphasized that air pollution in Hanoi is at a red alert level.
According to IQAir, there are many times when Hanoi is in the top of the most polluted cities in the world (PM2.5). Of which, traffic accounts for nearly 70% of the emissions causing air pollution in the inner city.
The area within Ring Road 1 is a historical - political - economic - residential center, with a very high density of vehicles. Without strong measures, congestion and pollution will be difficult to control in the next few years.
Calculating options for effective conversion
Many experts in the environmental field affirm that green transformation is something that must be done early, but early implementation will be able to achieve better results, both working and drawing experience.
According to Associate Professor, Dr. Hoang Anh Le - Head of the Department of Environmental Management, University of Natural Sciences, Vietnam National University, Hanoi, to effectively implement the conversion, not only administrative policies are needed but also technical and social factors must be taken into account, especially the safety and convenience of people in use.
Associate Professor, Dr. Hoang Anh Le proposed promoting the battery swapping model, in which manufacturers can adjust the battery design so that battery replacement is quick and convenient, similar to the current filling.
Along with that, it is necessary to take advantage of the existing gas station system - coordinate with gas station owners to convert the function to a charging point or replace the battery for electric vehicles, contributing to reducing investment in new infrastructure and better safety management. Finally, it is necessary to coordinate synchronously between ministries and branches in urban planning and development.
"If people clearly understand the goals and plans and feel that the policy is for them, they will voluntarily change and support. At that time, the role of the government will no longer be to roughly manage but will shift to support, guide, and create conditions for the community to self-manage environmental issues" - Associate Professor, Dr. Hoang Anh Le affirmed.
