On June 10, the Office of the Hanoi People's Committee issued a notice on the conclusion of the direction of Chairman of the Hanoi People's Committee Tran Sy Thanh at the meeting to listen to a report on the progress of investment projects: Construction of Tran Hung Dao Bridge; construction of Ngoc Hoi Bridge and roads at both ends of the bridge.
Tran Hung Dao Bridge Project
Regarding the Tran Hung Dao Bridge Construction Investment Project, regarding the section of the road leading to the North of Tran Hung Dao Bridge, the Chairman of the City People's Committee assigned the Long Bien District People's Committee to preside over the coordination with the Department of Finance to propose funding sources for land acquisition, compensation to support works on the land; coordinate with the Departments of Planning - Architecture, Agriculture and Environment to implement land acquisition procedures and hand over to units.
At the same time, the Department of Construction was assigned to preside over and coordinate with the City Traffic Construction Investment Project Management Board, the Department of Planning and Architecture, and the Department of Agriculture and Environment to consider the proposal of the Long Bien District People's Committee to expand the scope and scale of the Tran Hung Dao Bridge and Nguyen Son Road Intersection Project to ensure harmonious connectivity and prevent local traffic congestion.
Regarding the implementation plan and the progress of the investment project, the City Traffic Construction Investment Project Management Board is assigned to review and update the implementation plan; The Department of Construction reports to the City People's Committee for consideration on the principle of being suitable for reality but must ensure compliance with the direction of starting the project on the occasion of the 80th anniversary of the August Revolution and National Day on September 2 in accordance with Resolution No. 77/NQ-CP dated April 10, 2025 of the Government.
Regarding the appraisal and approval of the feasibility study report of Component Project 2 - Investment in the construction of Tran Hung Dao Bridge, the Chairman of the City People's Committee assigned the Departments of Finance, Planning - Architecture, Agriculture and Environment; People's Committees of districts: Hoan Kiem, Hai Ba Trung, Long Bien; the Institute of Emergency Construction Planning to give appraisal opinions. The Department of Construction completes the appraisal content and submits it to the City People's Committee before June 13, 2025; assigns the City Traffic Construction Investment Project Management Board to direct consulting units to proactively contact and coordinate with relevant units to explain during the appraisal process (if necessary). Requesting relevant units to handle the work in a "green line", without delay.
Regarding the application of the form of EPC contract (development, supply of materials, equipment and construction of works), the Department of Finance is assigned to preside over and coordinate with the Department of Construction and the City Traffic Construction Investment Project Management Board to review and report to the City People's Committee at the next session to review the implementation of key and urgent investment projects in the City.
Ngoc Hoi Bridge project
For the Ngoc Hoi Bridge Construction Investment Project and the approach roads at both ends of the bridge, the Chairman of the City People's Committee assigned the City Traffic Construction Investment Project Management Board to immediately deploy the preliminary selection of EPC contractors in a wide domestic and international manner in the direction of advanced technology, synchronization, modern machinery and equipment, ensuring the lowest implementation costs; assigned the Department of Construction to coordinate and guide the City Traffic Construction Investment Project Management Board to study and implement.
Assign the Department of Finance to continue to preside over and work with the City Traffic Construction Investment Project Management Board to review, determine specifications, and coordinate with the Ministry of Finance to propose support levels from the central budget for the Ngoc Hoi Bridge Project and access roads at both ends of the bridge.
Assign the City Traffic Construction Investment Project Management Board to preside over and the Department of Agriculture and Environment to closely coordinate with units of the Ministry of Agriculture and Environment to have a document of agreement from the Ministry before June 15, 2025 on the design of Component Project 2 - Implementing investment in the construction of a parallel road system in Hanoi city and Van Giang district - Hung Yen province.
Assign the City Traffic Construction Investment Project Management Board to review and adjust the progress plan for the implementation of Component Project 3 to submit to the City People's Committee for approval, ensuring the start of construction on August 19, 2025. Along with that, urgently speed up the progress of the preparation, appraisal and approval of component project 2 to ensure connection with the progress of component project 3 (main bridge); coordinate and provide documents of component project 2 and component project 3 to the People's Committees of districts: Gia Lam, Thanh Tri, Van Giang - Hung Yen province and related investment project investors to ensure synchronous connection between investment projects.
The People's Committees of Gia Lam and Thanh Tri districts will speed up the progress of the work of establishing, appraising and approving the component project of site clearance in the area, ensuring compliance with the progress of the implementation of the Investment Project, send to the Department of Construction for appraisal, and report to the City People's Committee before June 10, 2025.
