Grassroots social insurance is an agency under the Social Insurance of a province or centrally run city (collectively referred to as provincial social insurance) located at the commune level (including communes, wards, special zones), with the function of assisting the Director of the provincial Social Insurance in organizing the implementation of social insurance and health insurance regimes and policies; organizing the collection and payment of unemployment insurance (UI) regimes in the commune level according to regulations.
Not organizing grassroots social insurance in the commune-level administrative area where the provincial-level social insurance headquarters is located and some commune-level administrative areas bordering the border are directly managed by the provincial-level social insurance.
The tasks in these commune-level administrative units are directly performed by the provincial Social Insurance.
Social insurance at the grassroots level is under the direct and comprehensive management of the provincial Social Insurance Director and under the state administrative management in the area of the commune-level People's Committee. The grassroots social insurance has legal status, its own seal, account and head office, and no internal organizational structure.
The grassroots social insurance is assigned 18 tasks and powers.
Including: Developing and submitting to the provincial Social Insurance Director a long-term and short-term plan on the development of social insurance, unemployment insurance, occupational accident insurance, health insurance in the area and an annual work program; organizing the implementation of plans and programs after being approved.
Coordinate with relevant departments and offices at the commune level to advise the Party Committee and People's Committee at the commune level to develop and promulgate resolutions and plans to direct the implementation of social insurance, unemployment insurance, occupational accident insurance, occupational diseases and health insurance regimes and policies at the commune level. Implement information, propaganda, and dissemination of regimes, policies, and laws on social insurance, unemployment insurance, and health insurance.
Coordinate with the People's Committees at the commune level and relevant units in disseminating, disseminating and implementing regimes, policies and laws on social insurance, unemployment insurance, and health insurance. Organize the implementation of collection tasks according to the decentralization of Vietnam Social Insurance and provincial social insurance.
Preside over and coordinate with state agencies, socio-political organizations at the commune level, organizations and individuals participating in social insurance, unemployment insurance, and health insurance to resolve issues related to the implementation of social insurance, unemployment insurance, and health insurance regimes according to regulations.
Implement administrative reform programs and plans; control of administrative procedures and legal work according to the direction and guidance of provincial social insurance. The grassroots social insurance has a Director and a number of Deputy Directors. The grassroots social insurance is managed and operated by the provincial social insurance director under the head regime. The Director of the grassroots social insurance is responsible to the Director of the Vietnam Social Insurance, the Director of the provincial social insurance and the law for all activities of the grassroots social insurance.
