Overgrown grass, many items degraded
According to Lao Dong, the Hanoi Software Technology Park Urban Area Project is currently being tightly fenced with corrugated iron. Inside, some items such as internal roads, lighting, trees, etc. have been completed. However, due to not being put into use, some items have shown signs of deterioration and are overgrown with grass.
Security guards in this area said that this project has been fenced off for about 5-6 years now, no vehicles move in or out and there are no workers working here.
Ms. Nguyen Thi Lieu (Phuc Loi Ward, Long Bien District, Hanoi) said that since she moved to an apartment building near this area in 2020, this land has remained closed and quiet. She hopes that the project will soon be implemented and completed to change the appearance of this area.
Previously, on August 4, 2010, the Chairman of the Hanoi People's Committee approved the detailed planning of the Hanoi Software Technology Park Urban Area, scale 1/500. The planning aims to build an urban area combined with a modern software technology park with synchronous architecture, technical infrastructure and environment. At the same time, research and organize harmonious and proportional architectural space in the complex of the northeastern area of the center of Hanoi and the area between the Red River and Duong River.
Continuously adjust the project
In June 2022, the Hanoi People's Committee approved local adjustments to the detailed planning of the Hanoi Software Technology Park Urban Area, scale 1/500 at land plot B5/TH2.
Accordingly, local adjustments to the architectural planning indicators of land plot B5/TH2 in the detailed planning of Hanoi Software Technology Park Urban Area, scale 1/500 at land plot marked B5/TH2 on the basis of maintaining the scope, boundaries, and usage functions of the land plot according to the approved detailed planning, without affecting the traffic network and the general technical infrastructure system of the approved detailed planning of Hanoi Software Technology Park Urban Area.
At the same time, the Hanoi People's Committee approved local adjustments to the detailed planning of the Hanoi Software Technology Park Urban Area, scale 1/500 at land plot B7/THCS2.
In September 2023, the Hanoi People's Committee issued a decision approving the local adjustment of land plot H1-KSDV under the project to locally adjust the planning of plot H1-BV in the detailed planning of Hanoi Software Technology Park Urban Area, scale 1/500.
Accordingly, Hanoi locally adjusted the land plot on the basis of maintaining the scope, boundaries, land use functions and general architectural planning expenditures of the entire land plot according to the approved detailed planning, dividing the land into 2 parts: land plot H1-KSDV1 and land plot H1-KSDV2. In which, land plot H1-KSDV1 is for the construction of a hotel and general service project; land plot H1-KSDV2 is for the construction of a service project combined with a yard and landscape garden space.
By July 2024, the Hanoi People's Committee continued to issue a decision approving local adjustments to the planning of land plot H1-KSDV2 in the detailed planning of Hanoi Software Technology Park Urban Area, scale 1/500.
In principle, the adjustment maintains the scope and boundaries of the plot according to the approved detailed planning; adjusts the land use function, architectural planning indicators, and organizes the architectural and landscape space at the plot on the basis of maintaining the technical infrastructure network around the plot, without affecting the traffic network, meeting the social infrastructure and technical infrastructure indicators of the area, in accordance with the National Technical Regulations and current design standards.
