On the morning of September 24, speaking with Lao Dong, Mr. Ha Minh Doan - Chairman of the People's Committee of Vinh An commune, Vinh Loc district (Thanh Hoa) said that the incident of water seeping through the dike body in the area has been and is being actively handled by authorities and people.
Previously, from September 23, due to the rapid rise in the Ma River water level, water overflowed through the No sluice gate in Vinh An commune and seeped into the dike body.
Immediately after discovering the incident, the People's Committee of Vinh Loc district directed Vinh An commune to deploy the "4 on-site" plan, mobilizing functional forces and people to actively overcome the incident. At the same time, promptly report to the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense for direction.
Faced with the situation of water seeping through the foot of the dike in Vinh An commune (Vinh Loc), causing danger to people living inside the dike, on the night of September 23, Mr. Lai The Nguyen - Standing Deputy Secretary in charge of the Provincial Party Committee, Head of the National Assembly Delegation of Thanh Hoa province and related departments and branches were directly present at the scene to direct the handling of the incident.
The Standing Deputy Secretary of the Provincial Party Committee requested Vinh Loc district, Vinh An commune and neighboring communes to mobilize forces, vehicles and materials to immediately fix the problem. The Provincial Military Command mobilized 100 officers and soldiers to coordinate with local forces to assign tasks of gathering soil, sand and reinforced sacks to prevent water from overflowing the No manhole as well as water seepage into the dike foot, in order to ensure the safety of people's health, lives and property.
Immediately afterwards, the Provincial Military Command mobilized 100 officers and soldiers to coordinate with the police, military, militia and self-defense forces of 5 neighboring communes, along with the people of Vinh An commune, to gather soil, sand, and sacks to urgently handle the incident.
Last night, the People's Committee of Thach Thanh district also continued to evacuate dozens of households from dangerous areas when the hill behind had long cracks and was increasingly at risk of collapsing.
Accordingly, due to prolonged heavy rain in recent days, cracks have appeared on the hill in Lam Thanh quarter (Kim Tan town) along Provincial Road 523, causing a very dangerous risk of landslides.
This crack appeared after storm No. 3 and continued to develop complicatedly. By the evening of September 23, this crack had lengthened to about 70m, with an average width of 30cm. Right at the foot of the hill where this crack appeared, there were 71 households living. By the afternoon of September 23, a local landslide had occurred on this hill.
By the evening of September 23, the crack was getting longer and could collapse. On the night of September 23, the government organized forces to urgently evacuate 61 households with 200 people at high risk of being affected to a safe place.
Previously, on September 22, the People's Committee of Kim Tan town organized the evacuation of 10 households with 37 people to a safe place.
According to Mr. Hoang Xuan Thanh - Vice Chairman of Kim Tan Town People's Committee, by the morning of September 24, all 71 high-risk households had been evacuated to a safe place.
Heavy rain and floods on the Buoi River rose to level III in Kim Tan town, causing 232 households in 7 communes and towns to be inundated. Local authorities have evacuated 128 households whose houses were deeply flooded to safety.
Floods also caused major damage in the mountainous district of Lang Chanh in Thanh Hoa province.
As of the evening of September 23, Lang Chanh district had 3 overflow points flooded by rising water, including: Suoi Dang overflow, Long village overflow, Tam Van commune; Suoi Bon overflow, Yen Khuong commune causing local isolation.
In the areas of Tan Phuc commune, Lang Chanh town, Tri Nang commune, Lam Phu commune, there are dozens of landslides causing traffic jams and hindering people's daily activities.
Lang Chanh district has also evacuated dozens of households living in areas at risk of landslides to safe shelters.
By this morning (September 24), Lam Phu Secondary School was completely tilted, at risk of completely collapsing, affecting the classrooms below if timely measures were not taken.
