Strictly control the selling price of social housing in Hanoi

Hanoi - The City People's Committee directs relevant departments, agencies, and sectors to implement state management measures to strictly control the selling price of social housing.

Voters in Cua Nam ward reflect that currently, the demand for social housing in the city is very large, while the progress of social housing projects is still slow, many projects have been approved for a long time but have not started construction, or are under construction for a long time. The supply of social housing to the market is still limited.

Voters proposed that the city in the coming time focus decisively, ensuring that projects meet the conditions for opening for sale, serving the actual needs of the people, and ensuring to serve the right beneficiaries.

In addition, it is necessary to control the selling price of social housing in the context that prices in Hanoi are at a record high, building a sustainable housing market for the benefit of the community.

Regarding this issue, the Hanoi Department of Construction said that the City People's Committee has issued an adjusted City Housing Development Program for the period 2021-2030; and at the same time issued a social housing development plan for the period 2026-2030.

In which, the task is to complete the target of 120,000 apartments by 2030, ensuring the social housing needs of people in the city and completing the target assigned by the Prime Minister in Resolution No. 07/NQ-CP dated January 12, 2026, the target has been identified by the Hanoi City Party Committee in Plan No. 355-KH/TU dated July 25, 2025.

In 2025, the city started about 12 social housing construction projects (including 9 housing projects for the armed forces of the people's police) with about 11,780 apartments.

In the coming time, Hanoi will continue to consider and approve investment policies and assign investors of social housing projects according to Resolution No. 201/2025/QH15 of the National Assembly, Decree No. 192/2025/ND-CP of the Government; and at the same time urge social housing investors to urgently deploy procedures for commencement and construction of works to ensure quality and progress as required.

The Department of Construction said that the determination of selling price and rental price for social housing is determined according to the provisions of Article 8, Article 12 of Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly piloting a number of specific mechanisms and policies for social housing development; Article 13 of Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly piloting a number of specific mechanisms and policies for social housing development, Clause 2, Article 32 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on development and management of social housing.

The City People's Committee continues to direct relevant departments, agencies, and sectors to implement state management measures to strictly control the selling price of social housing, ensuring compliance with current legal regulations of the city.
