The site clearance for the project is implemented separately into a separate subproject. In order to implement the project, Cao Bang province needs to change the purpose of using 5.65 hectares of land, including rice land, protective forest land, special -use forest and production forest land. Up to now, the site clearance has been completed 87%, mainly in phase 1.
As noted on 9.2 of PV, this route will go through four wards: Duyet Trung, Tan Giang, Hoa Chung and Song Hien, with a total length of about 7.56km, starting from Duyet Trung ward and ending with Quoc Lo 3 in Song Hien ward. However, there are still many areas that cannot be cleared, affecting the construction progress.

After the inspection, Mr. Thach chaired a meeting with departments, agencies and People's Committee of Cao Bang City to listen to the report and propose the settlement plan. According to the report at the meeting, the project progress was 30% delayed compared to the plan due to the impact of storms and storms, leading to landslides in many positions, having to reinforce taluy roofs and transportation of rocky soil. Along with that, the ground clearance is also delayed.
During the meeting, Vice Chairman of the People's Committee Cao Bang asked the Department of Transport to direct the construction units right after the Tet holiday, speeding up the progress. In particular, at landslides, it is necessary to urge contractors to overcome, clean and reinforce the roof, ensuring long -term geological stability. Cao Bang City People's Committee must also preside over and coordinate with departments and branches to solve issues related to site clearance and change of land use purpose to implement the project. At the same time, the application procedures should be completed to submit to the provincial People's Council in the upcoming thematic meeting.
The City People's Committee is also required to develop a settlement plan for households who have received compensation but has not handed over the ground, and also implemented coercive procedures in accordance with the law.
