The Ministry of Science and Technology has issued a document responding to the petition of voters in Nghe An province sent before the 9th Session of the 15th National Assembly.
Accordingly, voters of Nghe An province proposed that the Ministry of Science and Technology consider and submit to the Government to allow the planning adjustment so that the province can become one of the 5 Innovation Startup Centers nationwide in the period of 2021-2030.
After studying, the Ministry of Science and Technology said that on January 9, 2023, the National Assembly issued Resolution No. 81/2023/QH15 on the national master plan for the period 2021 - 2030, with a vision to 2050.
In particular, Clause 4, Article 8 of the Resolution stipulates "... the establishment and development of a national innovation startup support center in Hanoi, Ho Chi Minh City, Da Nang City, Can Tho City and provinces and centrally-run cities with conditions".
On March 13, 2024, the Prime Minister issued Decision No. 229/QD-TTg approving the Planning of the Public Science and Technology Organization Network for the period 2021-2030, with a vision to 2050 with the goal of 2025, forming innovation centers and innovative startups in the three regions of the North, Central and South.
Strive for 40% of localities to form public science and technology organizations with the function of innovation and innovation from perfecting the organization for public science and technology organizations and public service units in the area.
The appendix accompanying Decision No. 229 on the list of priority projects for investment in the field of science and technology for the period 2025 - 2030 also sets out investment priorities for 5 projects to "Invest in developing national innovation centers, innovative startups, sectors and regions".
On June 27, 2025, the National Assembly passed the Law on Science, Technology and Innovation, which stipulates "Research and development center; innovation center; provincial/national innovation center; creative startup support center, provincial/national creative startup support center are determined based on the criteria of technical infrastructure, resources, implementation capacity, goals and results of activities", and assigned the Government to specify this content in detail.
Currently, the Ministry of Science and Technology is drafting a Decree detailing and guiding a number of articles of the Law on Science, Technology and Innovation; encouraging Science, Technology and Innovation activities in enterprises.
In addition, recognize the center for innovation, support for creative startups; recognize individuals and creative startups; infrastructure, networks and creative startup ecosystems; complete and submit to the Government before September 15, 2025.
Based on the criteria stipulated in the document guiding the implementation of the Law on Science, Technology and Innovation, localities will organize the establishment and recognition of Innovation Startup Centers based on their ability to meet the prescribed conditions.
